i usually use my crane but it sometimes lacks cargo, so what is the best setup for the bustard?
should i go for max buffer or active tank? lows full of exp. cargoholds or increase align speed?
also, always cargo rigs?

Indeed. DSTs are only useful in lowsec if they're escorted, in which case you're usually better off going with a cheap-o indy or a giant freighter.

Not worthless, no. They are specialized and probably not nearly as useful as a blockade runner though.
For those times when you need some tanked, large cargo transport that's in low-sec they are very nice.
If you're just going one or maybe two jumps into low-sec. Get to the nearest high-sec, dock and scout the destination and back in your pod. If things look too dangerous or any camps exist, come back later.
If things look pretty good, go for it.
Ship should be fit with a shield buffer tank and probably an afterburner in mids. In lows, fit as many cargo expanders as you need and then remaining slots should be for damage control unit or warp core stabilzers. I don't think it advisable to bother with inertia stabs as your align time already blows in this ship so it's not really going to help. After the coming patch this thursday, rigs for this ship should be substantially cheaper so substitue cargo rigs for low slot cargo expanders to free up more lows for tank, etc.. Might look at putting shield screens or even extenders into lows to increase tank.
The idea with this ship is that so long as you're only going one jump or so into low-sec, you can probably tank a small gate camp just long enough to burn back to the high-sec gate. If the camp is really small like just a lone scout/tackler, then you should be able to warp out with the help of the built-in +2 warp strength and any WCS you ahve fitted.
Of course don't bother with really busy low-sec systems like Rancer, especially at busy times.
Also, maybe fit a cloak in the high slot?
