Must have;

Advanced Lab Ops IV+
Advanced Mass Production IV+
Nice to have;
Starbase Defence Management IV+
More Science skills
Perfectly neutral OR high caldari standings
OMG awesome to have;
Leadership skills (combat related)
Budget is anything from 3b for a basic, to 12b or so for an amazing char
