Is this low sec or veld, Scord, plag stuff?
Regardless the bonueses on this ship offer a near 3200 m^3 per minute. Just about twice the rate of the current maxed Hulk.
8 x Miner II with relative upgrades on a Rokh offer 1000 or so. Double on this for 2000
+
5 x Mining drones offer about 250/300. Quaddrupled to give 1200
=
3200m^3
What role would this fill? Other than providing even more minerals flooding the market. The hulk does just fine.

See, you may think that being able to mine faster will earn you more Isk but this would only be true if this ship was available exclusively to yourself, However, that's not how things work in EVE.
In EVE anyone who is a miner would want this, roughly doubling the amount of minerals on the market. Care to venture a guess as to what would happen to the price of ore? That's right, it'd be roughly half. 
It is HIGHLY unlikely that future updates to mining will simply provide greater m3/cycle because in the end it's self-defeating, markets will just stabilize back to the norm. Nobody would profit but the low-end miners would suffer, Not a great idea.

ITT: RMT macrominer running scared that even with a whole sweatshop room full of macro hulks he is losing money on a daily basis so he needs even MOAR yield to keep the ricebowl filled.

Just make sure this thing isn't allowed into highsec, otherwise it would be massively overpowering...
