I have a plan of throwing a 1 billion RAGEQUIT eve. However I'd like to gather some ideas & suggestions on how to make the best isk/damage (both emotional/isk value) with the least amount of time spent.
Here is a rough idea:
Get one of that faction bs: Machariel/Nightmare.. fit them with smartbombs, suicide in a large mining operation or busy trade hubs.
Anyone has a better idea (isk/pain) feel free to share it here...

Well, if you want to cause the maximum damage:isk ratio, fit up some torp ravens on the cheap, fly to Jita/Rens/Amarr and blow up anything that looks juicy (faction ships, pods, haulers) and each time you do it, see just how aggitated you can make your target, see if you can start a Mexican wave of ragequit! Then, rince and repeat with aspirations of annoying your next target more! With 1 billion isk you could hold a party of raven-based carnidge!

Buy T3 ship and Concordokken it by shooting someone who's obviously camping the outside of Jita 4-4 undock, bonus points if it's a T2 Cruiser hull, or another T3 ship.
Extra bonus points if you gank somthing successfully outside 4-4 that's not a T2 Cruiser/T3 hull.
T1 frigs don't count.

If you want to make as many people rage as possible simply send me the isk. I'll make 3 or 4 threads here about how I got the isk (at least one of them stating its because im female as I know thats going to get to a few people, eh Jonny) and we'll just count the raging.
This is obviously a pure emotional rage idea as no one will be loosing any isks worth of stuff.. At least not directly, it'll ultimately go to my PvP toons and they will kill something..

Fit an absolutely ridiculous tank. When the gankers arrive, activate self destruct.

surviving 2 minutes when fit for full tank isn't too hard barring a loltacular blob, which you'd see on dscan.

I don't see how suiciding an officer fit ship or hitting self destruct on a T3 in front of 20 people will do anything other then waste 2 mins of your life with very little results. Go out with a bang, as in, the most bang for your buck, efficiently. Load up on Geddons, torp Ravens, or whatever your gank ship of choice is. Cheaply fit and fully insure them. Camp outside Jita 4-4 or the incoming gates for a full week and fraps the tsunami of tears. Even if you just stuck with popping haulers, it'd be worth it.
Including insurance payouts, you'll go a long way. The only obvious problem would be the sec hits making you unable to sit outside the station or gate after awhile. At that point you can get inventive about having people meet you at planets or fleet and warp to you at a SS.
Keep the fraps running though.
Edit - Even just fitting out bombers would be effective and go a long way, but if you're aiming more for one fireworks show. Wait til Sat/Sun when Jita is peaking at 1k and there are 40 people sitting on the inbound gate complaining about not being able to get in, and unleash hell.

Buy a bunch of BPC's, say 1b worth in fact, of cap ships, battleships, maybe even some T2 ones, perhaps a titan bpc if you can score one cheap. Load it up into a shuttle and run backwards and forwards between Amarr and Jita, with a mate right beside you, and wait for the inevitable gank. When said gank happens, ensure your mate blows up your wreck IMMEDIATELY. When the suiciders get the killmail, they wont know *for sure* whether they were BPC's or BPO's.
To add to the grief, you could also post about selling all the BPC's you buy as BPO's on the forum, with your main, and post with an alt about buying them if your main would move them to Jita. Then do the runs backwards and forwards in a FREIGHTER instead of a shuttle.
The sheer emotional damage this would do a suicide ganker would be fantastic. If there was a forum post with your toon selling, say 900b+ worth of BPO's, then a killmail with you losing a ship with said BP?'s in it, and someone blowing up the wreck before they could loot it, its like losing 25 titans they never had, but had "rightfully" earnt.
Emotional scarring for life, definitely. "The one that got away". Live forever in their memories as their meal ticket that should have been, but wasn't.

I think you miss the entire point. You don't actually officer-fit it. You just make them think you do.

Yeah I understand his point. But if he's wanting to cause pain, I find that people are more distressed by losing loads of valuables they think are safe in highsec.

yeh SBing Jita is the way to go with minimal effort.. Fit out a bhaalgorn or nightmare with all large smarts, fly to a belt and spam local saying you're going to eject from it, then when the innevitable 300+ pods swarm you: KABOOOOOM
