ok so im doing missions and some guy comes and steals my salvage and then he steals my cargo containers... yet he does not turn red! why???

If he stoles your cargo containers, he would turn red. If he just salvages that which isn't your to begin with, he doesn't turn red.

he salavged stuff first. then he looted the cans. he was red when i fist saw him... but not flashing red and he didnt start flashing red even after he stole my cargo containers.

Welcome to the new hi-sec Eve, where nina (sic) salvagers are now becoming nina (sic) salvagers/looters. They realize mission-runners are not sure what to do once confronted by a PvP situation, gun-shy due to Concord, etc.
It's a small risk they take and then vanish with your 2m named module.
The hi-sec neighborhood is becoming seedier, and sometimes you're gonna get mugged.
Read some of the vitriol in the nina (sic) salvaging threads to see what I mean.

If you are in High Sec make sure you have all warnings enabled. If the person you want to shoot is red then target them and turn a gun on. If you get a warning from Concord that says "Are you sure you want to do that Dave?" then back off. Else, turn on all guns and prepare to die cause you don't have a clue on what to do next.
Be careful about that warning. I know people who got that message, and thinking they knew more then Concord, enabled all their guns anyway. You do not know more then Concord and if Concord warns you not to shoot, do not shoot.
Does anyone do the tutorials anymore?

Red = shootable, no matter where you are, no matter what.
Even if he has never stolen from you, if he's red you can aggress safely.

Unless of course he's set to red by your corp/alliance/self, and it has nothing to do with security standings. In which case, watch for that "Dangerous Act" dialogue...
