you are right with the 24 hour timer the skill should shorten the timer down to a max of 12 hours

The EVE cluster is small enough as is. Traveling should be made harder, not easier. Make your choice and commit to it. You obviously choose to not be where the killing is.

Are you jumping to get across the galaxy, or to switch to a PVP clone?
For the former: travel, you lazy bastard.
Latter: Get a +3 set clone (which is pretty cheap these days) which you use for PVP, and only jump to the high-end stuff when you're sure you won't be PVPing for a long period of time

Jumpin to a pvp clone with +3s and there wasnt anything interesting that day anyway the bad dudes backed out

Easy solution that wouldn't take much effort and would not break the balance too much, would be that you can jump every 15/12/9/6/3 hours(skill) if and ONLY IF you're on the same station as the jumpclone.
