We have Jihad terrorists in New Eden. A buddy of mine reported a group of pilots calling themselves 'Jihad' and are killing pilots.
I am more than willing to be a DED Police Officer from CONCORD and I can start by receiving emergency calls. Just put me into your buddy list in "People and Places" category in the Neocom. I will respond to your emergency call provided you give me the location of the system you're in and where the incident occurred. The investigation will begin from there.
In the meantime, I am looking for anyone who is willing to work with me on this and become DED Police Officers, the same way we have live ISD staff and personnel.

According to DED's responsibilies, one of the jobs I will be doing is to track criminals who assaulted or steal cans from their victims (complainants) and either ransom them or neutralize them for bounty and give the money received to the victims. However, I am in need of older pilots who have the skills to fly battleships and have the money to get them. As of now, I'll just use whatever available skills and money I have now to:
a) receive complaints b) rendezvous to the system the incident occurred for more information and c) search for the perpetrators.
It's crude but it's a start.

Crooked cops are bad examples of corrupt police officers. What you're saying here sounds like Bounty Hunters. DED Police Officers aren't Bounty Hunters.
How will justice be gained with corrupt police officers? Will the public be safe with them?

Also, in addition to that, "immunity" from being attacked or shot at by "NPC" DED Police and Navy forces when shooting first at perpetrators. Players can't be a DED Police Officer unless they're a member of DED in the CONCORD Assembly the same way members in five teams of ISD including the staff are members of ISD in the CONCORD Assembly.

If this special privilege is used for grieving, then they will be removed from DED and become civilians once again provided more than three complainants witnessed and evidence show their misconduct. They will not be a DED member ever again therefrom after being court martialed by CSM and stripped of Police rights.

I will do exactly what I do to environmental (NPC) criminals to player (PC) criminals. DED Police will continue to investigate the crime after the incident is over. The idea is to find the perpetrator(s) who attacked the victim and make them pay for the crime. This is why kill rights are given to victims after they've been attacked and pod killed. Furthermore, it is why victims are also given the opportunity to place bounty on their assailants.

The increased piracy or criminal activity since then influenced players into being criminals which includes pirates, outlaws, rogue security, terrorists, etc. and no one interested in law enforcement.
Yet another reason why we need player law enforcers. It may open a door into another kind of war and in this case, a war between the lawless and the lawful rather a war between good and evil.

I took care of serveral non-player criminals yesterday and set up a 'DED Police Operations' channel for a few pilots especially new ones. The problem was there weren't any player criminals in the high secured systems I was monitoring. Also, no one called for assistance even though the emergency channel was set up for them. I ended up roving from belt to belt within a system and found minimal threats.
I need to get into low secured systems and find player criminals, there are lots of them there. Since there are no non-player CONCORD ships present along with sentry guns, it is less challenging for player criminals to attack ships entering or exiting the system, entering or exiting a station or found in an asteroid belt. It will take more than one DED Police Officer to be a challenge for criminal players in low sec.

As of September 1 YC 111 - DED Police Operations took place in Geras system at approximately 22:33 hours. Pilots were randomly selected by invitation to receive local emergency assistance. No one called for assistance and the Geras system was secured.
Approximately eight people who were presumed interested in the operation earlier were contacted. However, none of them appeared to be qualified due to their low security status. Some were even wanted by CONCORD as well.
If this idea of having live police officers interests you plus you want to be a DED Police Officer and you have good security status, please make your request to be a DED Police Officer and work with me. I need three people to start off with and train them with what I know about the operation and how to be effective in neutralizing targets.

I am in need of your assistance Ms. Junas. While I was filling out an application to join the DED Police Force I got to a box that asked for my Security Status. I figured, "Hey, no problem right?" Wrong. After sending my Minmatarian slave-girl, Shaniqua, to find out what it was she reported that it was in fact lower than zero. I, of course, was bewildered. I ran over to the terminal and double checked the information and sure enough it was, indeed, below zero.
This is why I need your help, I seem to have lost my security status somewhere and I can't seem to find it. I'm formally requesting your aids in finding this item I hold so dear to me. Perhaps it fell out of my pocket, or I simply set it down somewhere and forgot about it, though, to be honest with you, I suspect foul play, it may have been kidnapped, though, I have recieved no ransom note.
If you would be willing to assist me I would be forever in your debt. |

Sorry to offend you Lana, it wasn't intended. I was only stating the facts based on the information in this thread. They were not laws. Below is the law of security status that affect traveling to certain systems:
1) If your security status is -2.0, then you can enter 1.0 space. 2) If your security status is -2.5, then you can enter 0.9 and not 1.0 space. 3) If your security status is -3.0, then you can enter 0.8 and not 1.0 and 0.9 space. 4) If your security status is -3.5, then you can enter 0.7 and 1.0, 0.9 and 0.8 space. 5) If your security status is -4.0, then you can enter 0.6 and not 1.0, 0.9, 0.8 and 0.7 space. 6) If your security status is -4.5, then you can enter 0.5 and not 1.0, 0.9, 0.8, 0.7 and 0.6 space. 7) If your security status is -5.0, then you CANNOT ENTER ANY OF THE ABOVE HIGH SECURED SYSTEMS.
I wanted my partners who were interested to be free in and unrestricted from traveling to high secured systems. It is why I was looking for pilots with high security status.

In addition to the above post #127, these are how interpret pilots by using the security status and are not law.
1) If you're a neutral, then your security status is between -2.0 and 2.0. 2) If you're a pirate, then your security status is between -4.5 and -2.0. 3) If you're not a pirate, then your security status is between 2.0 and 4.5. 4) If you're an outlaw, then your security status is between -0.9 and -5.0. 5) If you're not an outlaw, then your security status is between 5.0 and 0.9. 6) If you're a notorious outlaw, then your security status is between -1.4 and - 1.0. 7) If you're not a notorious outlaw, then your security status in between 1.0 and 1.4.

As of September 4 YC 111 - DED Operations took place in Masanuh system approximately 0110 hours. There were medium Bloodraider activities in this system and threat level was medium. Although this system had only four asteroid belts, pirates was mildly high. Masanuh system was fairly secured however compromised by DED Police at that time.

There's one other thing I didn't mention earlier. You must have no less than 0.0 security status. This is for two reasons: one is that the ID profile looks suspicious and the other is, there is no positive security status to back up the loss.
If you made a mistake and accidentally shoot the wrong target, CONCORD ships hanging out by the stargates will come and shoot you down. If that happens, your security status will drop by at least 1 point depending what on their call is. If you have a security status of say 0.5 and made a mistake, then your security status will drop to -0.5; this will not look good.

As of September 4 YC 111 - DED Police Operation took place in the Algasienan system in Gallante Federation space between approximately 2250 to 0105 hours. Although there were a large number of asteroid belts, there were fairly a good number of Serpentis pirates and were not difficult to handle alone. However, there were some interesting news about the Josmaert constellation. Gangs from alliances have been known to hang out in this area and ganked anyone who tried to mine in the asteroid belts. They claimed the Algasienan system as their turf and that system could be one of the systems claimed as turf.
Miners were advised to never mine alone and should mine with a partner. Each miner should have at least three, although five would better, combat drones and no mining drones. Two miners each with combat drones would have ten drones to defend themselves and was strongly advised if mining in Josmaert constellation. Pilots are advised to use caution when traveling in Placid region for gank or war activity.

A miner reported a property theft that occurred on September 5 YC 111 around 2100 hours regarding a can belonging to the miner that was flipped or converted to the thief. The incident took place in Aldrat in the first asteroid belt. The victim was advised to stay close to their can or wreck and pick them up as soon as they finished the job mining or rattling. Also, the victim was advised to place bounty on the known perpetrator that stole their property so that DED Police Investigators can then pursue the perpetrator. If the perpetrator is found and the bounty is given to the investigator by CONCORD, that investigator will then give the bounty to the victim on behalf of DED Police and CONCORD for retribution. Investigation on the stolen can is in progress.

What I would like to see is a 'theft log' icon under the combat log icon in the Character Sheet showing what was stolen. For example, if I rattled and neutralized the Angel Cartels, I would be able to see a picture of the wreck with a list of items that were in the cargohold and if any, items that could be salvaged that was stolen by the thief. Also, the ID and profile of the thief would be shown when right clicked on the icon the same way it can be shown in the combat log. This idea would give victims accurate information on who stole their property and what were in it.

What I would like see is a page of the Department of Enforcement Division (DED) with DED teams listed similar to the ISD page on www.eveonline.com?isd.asp. The DED Teams are:
1. Police Officers - this team of officers patrol systems and respond to emergencies.
2. Police Operators - this team handles calls from complainants direclty to them and then type in the complaints in the emergency channel for Officers to respond.
3. Police Detectives - this team investigates reported calls whether emergency or non-emergency and this includes undercover operations.
4. Special Police Units - this team consists of sub-teams of the unit specializing in certain issues such as Narcotics, Gangs and Organized Crimes, Terrorists, etc.
5. Interstellar Editors - this team gathers information from Community Affairs and Emergency channels as well as from observing Police Officers on the field and put them into a report for posting, similar to what Interstellar Correspondents (IC) in the ISD are doing but non-factional.
Can this be done? There are some people I've already encountered who are interested in being a DED Police Officer in the beginning and could apply for position in the above theoretical page DED page.

You didn't see what I was doing in the asteroid fields and what the people in the DED Community Affairs learned. The DED Police are not just another bunch of Mercs and they are operating in high secured systems at the time.
It doesn't make sense for CCP to perm ban my account for shooting innocent people because I don't shoot innocent people. However, if there's a situation where I would accidentally shoot the wrong target, I would lose security status.

As of September 8 YC 111:
DED Police Operations took place in Uosusuokko system, Koichi constellation, Lonetrek region approximately between 1930 hours and 0357 hours. There were seventeen asteroid belts in the system and not much miners were mining at the time. Some residents there recently moved from another constellation to Koichi constellation due to agent missions which caused heavy traffic for miners. One emergency call was made by a mining resident and the DED Police responded.
Guristas pirates were seen in some of the asteroid belts and were handled by the DED Police. Some miners were able to handle the Guristas as well and this reduced the number of Guristas at the time. Therefore the Uosusuokko system was secured.

As of September 9 YC 111:
DED Police Operations took place in Kattegaud system, Elfrard constellation, Molden Heath region between 1816 hours and 2342 hours. There's almost no one in this system and traffic was virtually non-existent. However, there were rich amount of asteroids, large veldspars in particular, and the system was precariously situated next to a level three secured system. Residents there were very few in numbers and only five were seen in this area.
The Angel pirates were seen and weren't difficult to handle. There was about ten asteroid belts and was the reason for less frequent attacks by Angel pirates. Overall, given the fact that there were no traffic, hardly anyone around and mild attacks by Angel pirates, the system was secured without question.

As of September 13 YC 111:
DED Police Operations took place in the Nafomeh system, Somi constellation, Tash-Murkon region between 0421 and 1024 hours. Traffic was mild in this system and only one miner was seen mining at the time. There were five asteroid belts containing mostly Velpars, Pyroxers and Scordites. The Sansha pirates spawned mostly in the middle of the system and were very few in numbers, each wave was about 10 to 15 minutes apart.
One of the capsuleers who happened to be in the system was caught salvaging the wrecks belonging to the DED Police Operator. The capsuleer was advised to get permission from the owner before salvaging the wreck. Salvaged items are attached to the chassis of the wreck and are part of the ship which is personal property of the owner. Even if they weren't looting, salvaging without knowledge and consent of the owner is still stealing and permission is required before salvaging. Other than that, the system was fully secured.

Well, in this case, there are several interesting jobs that shouldn't be dull. One is securing asteroid belts. Another is securing stargates and yet still another is securing stations in a system. There aren't any missions done and the security status goes up naturally.

I don't know who told you I was pretending to organize a "police group" based on CONCORD as stated in the above and I did not do this job for credit. I know there are people with skills who CAN do it by themselves like I do, but it takes cooperation of those people to secure more than one system at a time. These reports are simply jobs that were done in the form of news and I want to include jobs done in low sec. I need people to work with me and make a difference for miners who would like to mine in low sec. Are you willing to work with me and make that difference?

I think that the Bounty part of this game isn't used fully. It should be more like the wild west (in the US). If a character has a bounty and as a 'bounty hunter' you register in the local system or within a number of jumps (this could be linked to a skill or your sec status), you can try and kill that character (in Hi-sec) say either in that jump limit or a time limit without the whole of CONCORD kicking your butt. Otherwise as now the Bounty seems to be a status symbol. I'm bored of seeing bounty on characters in Hi-Sec that you can't shot at. If you don't register you not a bounty hunter but a pirate.

That's a good point and thanks for bringing it up. Yes, you do have to register at the Bounty Office before getting the bounty. It can also act as an insurance in case you have to fight the character who has bounty on them and you happened to be in a system where they attacked you.
This could be you rattling three NPC pirates in an asteroid belt in low sec and a live (PC) pirate who's wanted by CONCORD comes along and attacks you. By being registered at the Bounty Office, you are insured to fight that live pirate, IF you are registered to fight that particular pirate, without retaliation from CONCORD. Furthermore, if you happened to neutralize that live pirate, then you can also receive bounty from CONCORD.

Traffic was low, however there were dozens of miners in the ice field between two asteroid belts. Two large, humongous ices were seen and judging by their size, they may be the size of three or four stations each. This ice field was very busy as miners were mining for ice.
As for the Serpentis pirates, they were mild and easy to handle; not many were spawning at the time. However, there was one Serpentis wreck that couldn't be salvaged due to the lack of training in salvaging. Therefore, in order salvage anything, is to train your salvager skills to a maximum of level five. This would allow the capsuleer to salvage anything, anywhere at anytime regardless of ship wreck size.
Due to the large amount of miners and mild Serpentis pirates, the Deninard system was secured.

A capsuleer reported a stolen Orca that was last seen in one of the asteroid belt in Osmeden system, Beyt constellation, Placid region on September 16 YC 111 approximately 2145 hours. The victim said they left the ship for a few minutes and found it gone after returning. The perpetrator was traced to Chardalane system by an agent where he was last seen. However after the DED Police arrived to that system, he was nowhere to be found.

To those who have been greeted and invited into the DED Police Emergency channel and furthermore, invited into the DED Community Affairs channel:
There are capsuleers who believe I was or used to be a pirate. My employment record is showing that the corporation I used to be in is a pirate organization. When I first joined that organization, it wasn't a pirate organization. It was some sort of a protection service organization the former CEO tried to organize. It was in no way corrupt as it is now and I am in no way a pirate; far from it.
This announcement is not about my employment record. It's not even about my reputation. It is about how capsuleers judge a character based on the records. When I invited capsuleers, randomly, into the aforementioned channels, I not only did STAR (Support, Training and Resource) team from ISD a favor by personally greet capsuleers in space, but I also volunteered to assist capsuleers in time of trouble. Whether it's rattling NPC pirates or investigating PC pirates, I gave my time to be there when they need someone. This is what I do, this is what I am and it is NOT ON THE RECORD!
It was a risk I must say and a big one. I had the opportunity to meet capsuleers from different worlds simply by patrolling systems in each empire and greeting them along the way; I can never know for sure when I will meet them again. I even had the opportunity to meet capsuleers from different professions as well as neighborhoods in communities throughout solar systems. I learned from those opportunities and put them into useful tools for not just for myself, but for the public. That tool is where the DED Police come in. I became this tool for the public and it's intentions are good.
I was never a pirate, therefore please don't believe I was.

As of September 18 YC 111:
DED Police Operations took place in the Samanuni system, Aokinen constellation, Black Rise region between 1837 and 0115 hours. One thing about this system that is different from the other systems is that there would be a lot of PC pirates around. It is because Black Rise region have a lot of low secured systems in each constellation. PC pirates reside in these low secured systems and most of them have access to level 5 and 6 secured systems. This bothered miners in the Samanuni system even though it is level 7 secured.
The Gurista pirates were very few and not difficult to neutralize and control. There weren't much spawning at the time and this was the cause of few Gurista pirates attacking miners when the DED Police was present. As a result, the Samanuni system was secured.

As of September 19 YC 111:
DED Police Operations took place in the Abudban system, Ortner constellation, Heimatar region between 2118 and 0305 hours. There were twenty-two asteroids and one ice field in this system. A lot of miners were populated in the ice field mining ices than in asteroid fields.
The Angel pirates were mildly aggressive in this system. Spawning was medium and the number of belts present made the Angel pirates appear small and less frequent. What was noticed was that pirates guard belts where miners are mining and this explains why some belts hardly have any pirates. Therefore, the Abudban system was secured as a result.

As of September 20 YC 111:
DED Police Operation took place in the Irnin system, Throne Worlds constellation, Domain region between 1544 and 2010 hours. Fourteen asteroid belts were in this system and keeping up with the Sansha pirates were not difficult, barely. The issue in this system was Sansha pirates bothering miners. One emergency call was made and the DED Police responded only to arrive just after the complainant took care of the pirates themselves.
However, this was anticipated by knocking pirates out in other belts where miners moved to that location and it shifted the spawning of pirates in certain belts to those belts.
As a result, the Sansha pirates in asteroid belts in the Irnin system was controlled and spawning in this system was slightly aggressive.

As of September 21 YC 111:
DED Police Operation took place in the Halle system, Osnins constellation, Everyshore region between 1745 and 2304 hours. There were five asteroid belts in this system plus traffic was fairly medium. However, there were about two miners mining in the asteroid belts.
Due to the small amount of miners mining and very few asteroid fields, the Serpentis pirates were also small especially when some miners use their combat drones to neutralize them. There were no complaints regarding PC pirates stealing cans and/or wrecks except for how to counter them effectively without CONCORD intervention. Therefore the Halle system was, without question, secured.

The Forge Region - Anttanen Constellation Geras System
The Geras system was patrolled by DED Police between 17:50 and 21:20 GTM hours on September 25 YC 111. The Gurista pirates appeared to have been active and caused some miners to move from one belt to other and other miners kept their distance of about 300km from 0KM in a belt for safety. Such precautionary measures we necessary, therefore the Geras system was secured due to minimum collateral damages and zero casualties.

Metropolis Region - Ankard Constellation Reset System
Reset system was patrolled by DED Police between 23:56 and 05:45 hours on September 26 YC 111. One call was made by a resident who was watching pirates entering system VI, asteroid belt 2 approximately 02:12:34 hours while they were mining. DED Police responded to the location approximately 02:12:46 hours. The situation with the Archangel pirates was controlled and cleared.
Combat drones were used in place of missiles and were set to attack and follow aggressively with focus against targets by DED Police. They were effective enough to launch one combat drone to each target rather all at once followed by their mothership which added more firepower using one high powered turret.
As a result, the Reset system was secured.

Placid Region - Josmaert Constellation Algasienan System
The DED Police patrolled the Algasienan system between 21:46 and 01:43 hours on September 29 YC 111. The Serpentis pirates were aggressive in this system that there were no miners mining in any asteroid field. It was about a level six secured system in a level seven secured system where you would see pirates aggressive and challenging. However, they were controlled and neutralized without difficulty. The Algasienan system was secured.

Do you know what's disappointing? It's seeing PC pirates in battleships and battlecruisers loaded with big turrets, missile launchers and bomb launchers and use them on younger capsuleers who don't even have the capital or the skill to fly battleships and battlecruisers. They often were attacked at stargates and stations as a result. NPC pirates don't even do that in low sec and appear more civilized with common sense than PC pirates. I can't see it anymore pathetic than that.

Thats why CONCORD put those shiny warning subroutines in your ship interface... it is named LOW SECURITY SPACE and no one should enter it in the first place! Putting aside the recently discovered, conquested areas, it is space the empires are not interested in and was taken by inferior factions who now own them. Should they decide to let PCs loose to the current degree in their space then that is the official policy in that area and would thus make you an outlaw acting against local statues securing those systems (just like any other anti-pirate corporation disturbing it as well btw) and should actually be expelled from the CONCORD Assembly :P
