Like the title says, I want to put a cloaky Amarr cruiser into a hostile system for intel gathering purposes and occasional gankage should a target present itself. I am a Caldari pilot cross trained for Minimatar pew-pew and know absolutely nothing about Amarr ships or lazooors. I'd like to be able to deploy this capability from a fresh unskilled pilot within three weeks, with a third of that obviously be taken up by prototype cloak training; so no fancy T2 gear.
So first up, what is the best Amarr cruiser for this situation? IĈm thinking a rack of pew-pew lazors and a prototype cloak + whatever I need to hold down the target and kite. Suggestions?

Don't know anything about Amarr ships, so naturally I don't know how to fit a T2 Amarr ship like the curse

Well, despite not knowing, He's got the same Idea i'd say.
Well suited ship would be the Arbirator. Its a drone boat (much like the Gallante Vexor), so you'll need skills to use Med drones. An oddity for Amarr pilots, but it provides a lot of fire power on this ship. It also is one of the cooler looking amarr ships (I love all the gold too... )
Your slots are 4x4x4.... Just off hand this is the kinda setup I'd reccomend (feel free to modify/experiment on your own though)
Hi:
Proto Cloak I Assault Missile launcher I Energy Neut I Engery Neut I
Mid:
Afterburner I Med Cap Battery I Cap Recharger I Cap Recharger I
Low:
Med Armor Rep I Thermal Armor Hardner I Kenetic Armor Hardner I 400mm Steel Plate I
Drones: 5x Thermal, 5x Kenetic, 3xEM 2xExplosive
That setup would give you plenty of power to take down frigs, desty's and Miners w/o much hassel though you may need to modify it some. Its a pretty basic setup and i'm sure it'll get a lot of flak :)
You'll notice there's no Pew Pew lasers in there. Your drones are your biggest weapon w/ the ship (and probally a good thing due to targeting lag etc.
I suppose you may want to put on a Warp scrambler and webber in the mid slots, but just modify it to what you need really.

Arbitrator is good. You don't use the high slots for anything anyway. Sit cloaked in a good place for scanning belts. Use the directional scanner to locate your victim. Drop cloak, go to warp, and when you arrive you'll be able to target.

swap whatever t2 stuff you can't use for t1 stuff, swap a small neut for a cloak and there you go

arbitrator doesn't have any bonuses to cap warfare nor the powergrid to fit any that would matter. Use its bonus to tracking disruption which will cripple any turret boat given you play your cards right; stay at range and pls use two of them to get the job done
