Missioning in 0.0, unless you are on good terms with the locals, is a losing prospect...
First form a relationship with the people in the area you want to run missions, THEN try and figure out what type of ship you are willing to risk.
You also have not given enough information about what sort of missions you are talking about. What level? Courier or combat? It would also help to know your skillpoint amount and where you have invested them. <-------------------------------------------------> "Only two things are infinite, the universe and human stupidity, and I'm not sure about the former." -Albert Einstein |

You can go "ninja ratting" in 0.0, which means ratting without the permission of the locals, but it's risky. Two things that will help are a printout of Ombey's 2D eve maps (Google it) and a disposable scout alt.
Locate a good system/area for ratting and go in with a fast ship first, ideally a covert ops frigate. Make a few safespots in the system you want to rat in, as well as in the systems along the route to get there from highsec. Now, with your disposable alt leading the way, go to the destination system and begin ratting. You'll have a cloak fitted, so if anybody else enters the system, warp to one of your safespots and cloak.
The Myrmidon or Dominix are good Gallente choices because they never need ammo, as long as they have drones they have DPS. Amarr ships are also good for the same reason - their T1 laser crystals never wear out.
If you don't have a scout alt (or a friend who can scout) it's still possible to do this in a quiet area of 0.0. The main risk is travelling to and from the ratting system; once you're actually there you don't need a scout.

One thing to note is that if you manage to find a nice dead-end system or small pocket of systems you can sit a scout in the feeder system in order to get an early warning. --------------------------------------------

Well if you high skilled with some crusiers you can do it. But i would say Minimum and Battle Ship or Battle cruiser.
PS you can come down to providence 0.0 and rat out here without any one the owners bothering you as the area operates a NOT RED DONT SHOOT and opposed as the more common not blue Shoot instantly policy. But the true sec is low and the rats have lower bounties than most 0.0 but for a beginer it might be the best area for you to get some 0.0 experience.

It helps to look up the "true security" status of the system you're going to. Just like empire systems range from 0.1 to 1.0, there are negative security ratings from -0.0 to -1.0. You don't see those ratings in game, though. Look them up on a website (one of Grismar's sites, I think) or just check the map (Ombey's maps are good) to see it.
A -1.0 system will have the toughest rats, including triple battleship spawns that will challenge even well-skilled players. A -0.1 system will be much easier and you can start ratting even with a battlecruiser and so-so skills. I agree with the above poster that Providence might be a good region to start in, as the locals are fairly welcoming and the true sec is not too far in the negative. As your skills get better you'll want to find a region with lower true sec.

I would suggest a myrm for ratting, dual armor reps and 2x hardeners, tank for the damage you'll be taking. Throw on some railguns and T2 medium drones (best to do damage against both small and large rats). This worked perfect for me, but it would depend on where your skills are at.
For lv4 missions I would say run some in high sec first so you know what you can tank, but probably a BS, domi has a good tank and a nice drone bay, I'd suggest that.

If you want to try out 0.0 then i would say you should visit providence. as long as you don't engage the natives they won't bother you. Keep in mind that providence has lot of pirates so you may want to join an alliance so that you identify reds and blues
