Actually, on a more serious note, the OP is absolutely correct.
As the number of NAP'd corps and alliances grows ever stronger, so does the intermingling of members in regions and in social habit will create a strong backdrop for the black ops and clandestine maneuvers that will occur later, as the NAPtrain eventually grows to the point where someone attempts to derail it. As most alliances will have sympathizers and/or agents already in position to destroy via theft those felt responsible for unhinging the NAP, there will be nothing left for small-time scammers and corp thieves.
The larger or more wealthy your mark, the more likely it is you'll have been beaten to the punch, and probably by years or months instead of hours.
