Someone matched my price on an order exactly (on a sell item) today, but the interface shows my order is on top. Is there any general rules for this thing - will my order always be on top because it was the first one? Or will other users maybe see the other one on top etc?

Depends on the secondary and tertiary attirbutes you sort your market by: so for example, your order could be higher cuz your selling in larger volume, or nearer to the point-of-view of the person that look at the market...

they might see the other one on top, depending on your market window sorting, but they will buy from the first that was placed at that price

For sell orders - the first placed order at a given price is filled first.
For buy orders - there are two factors at work.
1) Time order was placed 2) Range of order (Station, Solar System ...)
The shortest range longest running order at a specific price takes precedence.
Examples:
Solar sytem order placed first. Station order placed at same price. Station order is filled first.
Station order placed first. Solar system order placed at same price. Station order is filled first.
Station order placed first. Second station order placed at same price. First station order is filled first.
I have experienced the first two several times since I usually set my buy orders to solar system and any station order at the same price always took precedence. I do not know that this continues to longer range/region orders.
I never found the quantity of the order to be a factor.
I think this behaviour is a side effect of the search order employed in the code to determine the order that should be filled. It checks the highest price first and within the highest price checks local orders before remote orders. A solar system purchase is likely considered a remote order even if it originates at the same station.

Im pretty sure theres 2 extra digits that you generally cant see
eg say theres 2 orders for 1000.50 isk, what you cant see is that one order is actually 1000.5001 and the others 1000.5002
I heard that as a rumor and a few times I've noticed a bug in the past where I can see all 4 digits after the decimal point which leds me to believe the rumor was true. I assume theres code that determines the extra digits orders, probably using the method the above poster mentioned.
I just like letting people know theres extra supa sekret digits at work -----------------
