I am pondering the possibility of how good one of these awesome looking ships would be for level 4 PVE, while I understand they would be outclassed by many other ships ( Nightmare,Abaddon,Apoc ) has anybody any first hand experience with them other than statistics.

I guess any first hand experience with a bhaalgorn in a lvl4 enviroment would be.. rather shamefull to say the least.
A ship with bonus to neuts and vamps isn't going to do very well against NPC's and as you already say, there's tons of other ships better qualified to do the job

There is no amount of isk you can spend on a Bhaalgorn that would make it better than a BS with T1 mods.

I have used a Bhaalgorn for LvL 4's for the lolz. You are right it is a sexy ship, but highly ineffeciant when comes to comparing it to with other T1 BS hulls. Which is pretty sad considering the price tag. I used the following fit(rat racial of course):
