So cant caps be made in WH's?
Even if we already established they cant move in or out theres still somebody out there crazy enough build a cap in one if they can

Some capitals can be made in a WH system.
As long as you dont need sovereighty for it to place the capital ship maintenance array.
Now i dont know for sure but i think a carrier itself can be put in a normal ship maint array.
Just anything bigger cant (mothership/titan)
So spam POS's in a Class 6+, build Carrier fleet, perma camp sleeper sites, be unstoppable

You first, build that fleet of carriers and I'll watch them getting banned from wormholes, not moved, just prohibited to use and eat the popcorn while you rage on the boards.
I was only thinking out loud what others could do, if they can build carriers there then I assume it isnt against the rules otherwise CCP wouldnt have allowed it would they?
Anyway I dunt care either way, I dont see it as an imbalance if some corp/allaince wants to invest that much time/effort/ISK into sleeper farming that may or may not pay off
