After thinking what the fudge to use a cloak for, and seeing lots come up with ways of radically making the game incredibly different, how about having a tagging module only useable from a cloaked ship (Covert or Standard+Cloak)
Idea! cloaked ship manages to find a ship before he safe spots, tags it (from 5k range or something close), then has the ability for 10-15mins to be able to 15k warp to that ship (ie: in his safe spot when he runs off)
This gives covert a more defined role, and the ability to find safe spot hugging player or players. __________________________________________

Special Sensor, wich is linked to another ship, and you need 4 Ships to be linked to have correct coordinates. Eve has never used real life math for game mechanics, or your afterburners when turned off wouldnt slow you down for example. __________________________________________

Currently it is possible to find safe spots by scanner use. A covert ops Frig is already the prefered ship for finding players parked at one, because you can find them and they don't know they've been found.
On the flip side, ANY cloak is VERY useful when parking at a safe spot. A ship that goes to a safe spot and cloaks can never be found. Thus, for the cost of one high slot, safe spotting can be truely safe.

It's called 3D because ther are only 3 dimensions. The X, Y, and Z axis. What you are trying to described is called "Tri"angluation. You should only need 1 ship however, since it should be able to determine relative locations on a 3 dimensional plane. i.e. "up and to the left". All else that is required is the distance in between your ship and them, and the ability to warp to that spot, which your ship *should* already be able to do.
