So, normally I don't bother asking for advice for ship fits because frankly, most of the posts in the ships section are complete garbage when it comes to actual discussion about ships and their fits. Go figure.
But I'll give it a shot-

The top fit gives 997 DPS with drones, bottom gives 880, losing almost 120 DPS but gaining a heavy neut, slightly better tracking, slightly less gun range and it costs a LOT less than the all faction top fit. Top fit caps out in 17 min, bottom fit in 14 min with the neut/rep running, but no MWD.
The idea is to get a warp in and bump the target until I can get a lock. The whole point of using a BlackOps ship is to be able to have a BS that doesn't get heavily penalized from fitting a cloak. The cloak is mandatory as I want to be able to sit around unnoticed. I've tried sticking a cloak on regular BS but then I need a dedicated tackler and that just opens up a ton of other issues I don't want to deal with.
So, merits of the Megapulse II vs. DHP II with a heavy neut? -- Bellum Eternus Inveniam viam aut faciam.

if you're going in solo in w-space shouldn't you be carrying a probe launcher? __________________________________

i've recently aquired a redeemer for exactly this work, I would go with the DHP neut fitting as you'll be after pve types with perma running setups or passive shield stuff and the neutralizer will hurt more than a little more dps. megapulse II has the slight range advantage but nothing major given your tackle range.
i would also run with a few warriors for small stuff defence / or to take sleeper agro as you loot after a kill, the biggest consideration i've found for wormhole killing is when to kill the target and what dps you'll get from any remaining sleepers.
I'm assuming with this your warp in ship is a cov ops or a falcon and not a probing / tackle arazu or pilgrim

I have a dedicated prober. 220 CPU hit for a probe launcher just crippled the fits. -- Bellum Eternus Inveniam viam aut faciam.

Very astute observations. I tried the plated Arazu tackler approach with a cloak fit blasterthron for the DPS but I lost the Mega when a single Falcon uncloaked and permajammed me. So now I'm looking at a Falcon for dedicated anti-Falcon defense and using the Redeemer as the primary tackler.
TBH I'm leaning very heavily towards the DHP setup. -- Bellum Eternus Inveniam viam aut faciam.
