I've been playing eve on and off since the second day of release, but I've never had this explained to me satisfactorily, so thought would as again.
A lot of items have secondary skills, so for example medium hybrids depend on small hybrids. Do these skills stack, so for example, training my small hybrids skill, does that affect the use of medium hybrid weapons? Same question for say Caldari Frigate and Caldari Cruiser.

Answer to your question is: No.
The small hybrid skill is just required to be able to train the medium hybrids skill.
The small hybrid skill doesn't affect the medium gun stats (damage mod/tracking/etc.)

Thought as much, kinda hoped it would, then there would actually be a point to training all my frigate skills to the highest as they are all already at level 4. I might do anyway, but not right now.

You need them at lvl5 for tech2 guns
