I heard Caladari is advisable, but I am not sure which attributes govern the mining skills.

Mining = Industry = Memory (Primary) / Intelligence (Secondary).
It doesn't matter that much because you can remap your attributes as soon as the character is created. Also, don't forget that you will need some Perception and Willpower to train Mining Barge to V and Exhumers to III or IV.

What settings would you advise remapping to?

I remmapped mine to 12/12 int/mem since I plan on training some science when i'm done with mining skills.

Every character starts with the same attributes regardless of race or bloodline after Apocrypha. Pick whatever you'd rather look at while you're out there carving up rocks with lasers. When you re-map, intelligence and memory will be the ones to emphasize as they contribute to the Industry and Science skills as well as the all-around useful Engineering and Mechanic. Max memory and give intelligence whatever is left. Min the rest.

Download EVEmon, input your skill plan, hit the button to optimize your attributes, remap as suggested.
Caldari have the best mining frigate and cruiser, but you don't have to be Caldari to pilot one. Many people also skip these smaller ships and train directly for a Retriever.
This is how I went:
Bantam (frigate) Osprey (cruiser) Retriever (mining barge) Hulk (exhumer)
Since I knew Caldari Frigate, I also learned Destroyer. Since I knew Caldari Cruiser, I also learned Battlecruiser, and later Battleship. These gave me the opportunity to do missions up to level 4, which let me raise my standing with a few corps so I don't lose minerals to a refining tax.

Caldari does have an early advantage but only because of the ships; things level off after you progress into barges. You can train Caldari ships on any race.

The mining bonuses are virtually the same between the Caldari and Minmatar mining frigs and cruisers. The Osprey gets a few more drones, but that implies you'd train to Drones 4 before training for barges. (Which you shouldn't do.) Irregardless of the T1 frig/cruiser differences, a serious miner shouldn't even bother with those ships. Make straight for the Retriever and strip mining lasers. Pour your points into Industry, Mining and Astrogeology while running some L1 missions with your choice of NPC corps to get started toward future tax-free refining.

Unless your also planing to use Caldari ships for mission running for standings for R&D or just mission running in general in which case you need to get it to 4 anyway.

Any race of character can learn any skill in the game. That means some 't00n' that was born Gallente can fly an Amarr BS just as well as a Minmatar could.
Aside from bonus consideration, you can even mix guns and ships. I have seen a Punisher with projectiles work very well.
Heck, take a look at me! Who would know by looking at my prize-winning skull that I got 10 Exotic Dancers?!? I mean Love Broker is not really a book I have seen on the market....yet.

A Retriever has 0 tank, and even rats in 0.8 systems will mess you up. You'll want a few drones before you take it out to a belt.
I've been in a Hulk for about 3 months or so and I still haven't trained Drones 5 yet though (about to start in 4 hours actually).

Fair enough. Drones 4 takes less than a day with the 100% training boost and good attributes. Only 45k SP... less of a distraction than I thought it was training-wise.
