I was surfing the character for sale forum below to try and get a friend jump started to play with me. Is there a way to buy characters without using in-game money? I do want it to stay secure and am not looking for anything hokey. Just looking for alternatives.

No, but you can buy PLEXes or game time codes(GTC) with real money and sell them for isk. There is no way to directly buy a character with anything but isk. You might want to read up on the specific rules in the character sales forum, if you are really interested.
That said, if your friend can't stand to play the game from the very beginning, he is likely to give up regardless of the fast start. I'm not sure what you do in the game, but maybe a better way would be to think of things a low SP character can do with you. It might take a day or two to learn the basic skills for that, maybe faster if you give your time and some money as support, but he has to learn the basics of he game anyway before he is of any use.

- buy GTC's from legit places (shattered crystal for instance)
- sell GTC's for isk in the sell order forum
- use isk to buy a character
Thing is that jump starting one's EVE career sounds like a cool idea but that's not always the case. It differs per person ofcourse but some people (me included) couldn't just 'acquire' some character and continue playing it. Apart from that, the whole start, trying to sc**** your isk together for your first cruiser etc, it's all part of the whole experience.

You can also "Convert ETC" from the game's Escape menu to turn the GTC into a pair of PLEXes, and then sell the PLEXes on the market. I don't know what the price differences are between the two methods, but the latter is possibly less intensive since it's no more complex than selling any other item. The sales forum is a little bit more "manual".

Not directly, no.
If you try to do it directly, expect a banhammer in the Soon™ future of that character/account.
And that's the least of your concerns, actually, that way is the mildest way bad things might happen (and they will).
But you can always do $$$ -> GTC/PLEX -> ISK -> character, like everybody else mentioned, that's perfectly acceptable.
