i want a fast... no a really fast ship to run circles around everything, i'm willing to crosstrain if that's what it takes... anyone got any tips on what ship/fittings/skills to use?

If you're talking for every shipclass, Minmatar offers the fastest ships.
Otherwise, look at interceptors.

Correct me if I'm wrong, but I think a properly rigged Crow can hit roughly 8-9Km/s

IIRC the Crusader is faster than both the Stiletto and Claw.

If I'm not mistaken, the Minmatar Republic Fleet Firetail (faction) is only frig to get an actual bonus for speed. Not a MWD or other boost, I mean pure, raw, speed!
That, and nano-fit (incl rigs) is currently getting me around 4,800 m/s.

still kinda funny that minnies, who are supposed to be the "speedy race", have not the fastest ship :P

Claw is slightly faster than crusader for fastest inty. Sadly a stiletto is slower than a crow and an ares

forgive me if im wrong, but isnt the 100mn mwd vagabond the fastest ship in eve right now at roughly 13k/s?

A Claw is the fastest Inty.
Then Crusader, then Crow.
But this is with a really crap fit.
Raptor is the slowest.

Exactly.
But he just said he wanted a fast ship...a Claw would be fastest.
Not that you could kill anything though.
I'd say my perma MWD running, missile spamming Crow would be the fastest effective ship.
Could twist it again, which ship is fastest after the Scram is applied?
Which is fastest after the web?
