How exactly do cloaking devices work? I want to know before I start learning the skills for it. For example does it get me through a gate camp unseen? What are the limitations?

Prototype and Improved cloaks - Most ships can fit this. If you are not within 2,000 m of an object (some say 2,500?) you can cloak and be unseen, both on the overview and on visual. Unseen means untargettable. If anything comes within 2,000 m of you, though, you are uncloaked and targettable. Also, you have a delay after uncloaking. before you can target something to be able to shoot it.
These cloaks you have to uncloak to warp, so you are seen when you first warp in or try to warp out of an area. You also go slower when cloaked. So these may not be too helpful to pass a gate camp in, since you have to decloak when you warp/jump in and you go so slow. An interceptor or whatever can get to you before you are out of the warp bubble, or a ship can target/tackle you before you get to warp. There are tricks around some of this, though.
Covert Ops Cloaking Device - Only certain ships can use these. Covert Ops, Stealth Bombers, certain Transport ships, Black Ops, etc. The difference is, with these ships you can warp and your speed is unaffected. So you may have to travel a little bit to get out of a warp bubble, but move away quickly from where you were when you first jumped in and they may not be able to find you to decloak you. Avoid objects and you should be fine.

Mining in cloaked transport ships is the big secret of 0.0 - if you ever wondered how the big alliances make so much money, that's it.
Just get a transport ship, fit it with Gallente Mining Lasers (look on Contracts for these), and cloak up. You will waltz past the gate camps, and stroll straight into the best Arkonor systems with ease.
