Yeah just like the game attracts tards who goes to the forums and pretends to know a lot about something he clearly has no clue about, nor has ever himself experienced.
Most of the big pirate corps always honor ransoms, and in most the offender will be kicked if he dishonours a ransom. Here are some examples of just some of the alliances I and corps i know works this way:

So your alliance chat and your corp is void of cheating people in this game and to you that means there is no posable way it exist except for the rare instance.... ok.... because of your omnipresence.
In "my" experience bouncing around from corp to corp channel to channel with several alts "I" have only seen 1 guy say that he honors ransoms and he was accused of being a carebear pretending to be a pirate because he didn't want to loose his implants. All the rest has been brags about not honoring ransoms followed more people bragging about who they blew up after getting the ransom and the tears that followed .
You, my dear friend, are a moron. This is a case of inductive reasoning, not omnipresence. it goes like this:
I honor ransoms. The overwhelming majority of people I know and/or have met honor ransoms. I and the people I know and/or have met are pirates. I know or have met a large number of people representing a portion of the pirate population large enough to form a reasonable conclusion. Therefore, the majority of pirates honor ransoms.
It's a logical conclusion reached by inductive reasoning. Does it mean it's true everywhere and always? No, ofcourse not. Experiences differ in different places, at different times, and/or with different people. Both your experiences and his may well be able to be backed up with plenty of empirical evidence. So it may be that a better conclusion would be that in his area during the times he is online the evidence suggests that pirates will honor ransoms.

Ok, failure to comprehend sarcasm dose not make one look more intelligent, in fact the effect is just the opposite. And then again we have someone admitting they have a small circle from which to gain one sided knowledge. But since you started the nit picking half the people in this game that call themselves pirates have no clue what a pirate is and sit around calling the real pirates fake. Did you know that by definition pirates have no sovereignty? So all these big nil-sec "pirate" alliances are not pirates at all, its the small groups that operate mostly in low sec that actually are real pirates. Its like someone who commits credit card fraud calling himself a car thief because it sounds cooler and "we both be steel'n stuff so we both the same thing".

I tend to decide if someone's worth honouring or not, people new to lowsec / the game I tend to honour unless they've been rude to me, in fact alot of newer people who seem good sports about it all I get them to contact me if they've got any questions or want some advice about something.
That said if there's an idiot undocking a rorqual from a kickout station with a pirate active in local, or some idiot 2 month old character in a 3b navy apoc missioning in lowsec, or any CVA pet is fair game for the dishonour bat.
Dishonouring ransoms makes for some entertaining reading too =D
