I have about 6 Mil SP and I am running L4's in my Drake. I want to fund some smaller ship PVP with the PVE cash. I don't have problems beating L4s in the Drake, but it is slow. The obvious choice is the CNR, but I don't want to waste time training battleships, cruises and torps. I have HML5 and HML Spec 4. After I get my mission speed up, I would like to work on HAM's. Which path would get me to a high dps, decent tank solo L4 ship with the least wasted SP?
I am leaning towards the Tengu, because the only things I need to train for it that take a long time, I would need to train to get Caldari HAC's anyway.

CNR, Its what I want anyway. Drake is terrible at lvl 4s :)

If you're training for a Tengu, you will have all the skills for a Nighthawk (minus BC 5 and the leadership). I'm not sure which will do more DPS, but they are both good mission ships I'm sure.
I just learned to fly BS at 35-40mil SP, and I still don't really use them even tho I have nearly 50mil SP now. I'd rather have the maneuverability of a smaller ship, plus you take less damage with a smaller sig radius, so your tankable damage is higher than a BS even if your numbers are a bit lower (which they shouldn't be low on any of those 3 ships)

Just bought a Tengu today to try it. It does significantly more dps than a nighthawk. 3.8sec RoF on Heavy Launcher II.
It's only weakness is the lack of free high slots to put any tractor beam or salvager, imho. ------------------------------------------

Tengu does as much DPS as Raven, but tanks much better and is tons more agile. CNR does more damage than Tengu, but Tengu can tank better. Tengu is no match for Golem though.

At last look I found that the Tengu gave best performance for missions (This includes the Golem)
However, you do of course lose the advantage of looting + Salvage that the Golem gives you.
If I were to suggest any of the ships you selected, it would definitely be the Tengu, and if you really don't want to have to train all the Battleship Class skills, yet again best choice.
The Drake / Nighthawk does seem extremely lacking with the only advantage being their passive tanks
Using the Activate tank model with a Medium booster (or High end small) will work perfectly with decent skills for level 4s
Your only problem would come from EM heavy missions but I'm sure with EFT you could find a Viable fitting.

I do my loot/salvage with a rigged Cormorant right now. Thinking of going with Salvacane. 1 tractor slot would be nice, but it isn't a deal breaker

It kinda depends on your subsystems as to how hard it is to tank EM. My fit gives 6/7/3 and happily has enough room for three EM hardners, ab, 2x small booster and a boost amp. Tanks like 750 to sansha/blood.
The hardest stuff to tank in my experience is minmatar for stuff like enemies abound, just because you're trying to cover a really big spectrum of resists, and EA 5 is hard to tank in anything tbh.
I'd definitely advise the tengu over the nighthawk, and in fact, I suggest you go for a HAMs fit rather than heavy missiles. Pushes your DPS to great levels and gives you the opportunity to zip around on AB all the time generally feeling very pimp.
The tengu is a very quick mission runner, and although not the best for raw destructive power, it certainly has some good points. Doing full damage to everything shy of frigates is awesome, and means you really do get your moneys worth out of rage missiles. Lock time too is awesomely better.

luckily for the cnr additional tank won't increase mission complete time.
golem > cnr > tengu/nighthawk > drake

750 dps tanked to blood is about 400 more then what is needed.
ea 5 is pretty easy to tank, just kill stuff fast enough that you don't have to tank, comes in 3 or 4 battleship + a few support waves, no big problem there.
fair enough, I don't have enough experience with the nighthawk or tengu. although I did manage to eft a 1k dps ham tengu fit You're posting again!? Has it really been 5 mins?

Lots of discussion. Interesting. I am leaning towards the CNR because so many of the missions are at long range. Being able to open fire at >100k will be helpful

I'm moving from the CNR to a Golem on Tuesday. IMO, being able to loot/salvage on the go will be worth the trade off.

You should consider also other things than isk/h.
- Missioning in cnr is one of the most boring things i can imagine /only ratting in cnr is worse/. - Youre at 6m sp. If you head straight for cnr/golem, it will take you alot of sp, that could be invested in pvp skills. Seriously caldari bs/cruise missiles/torps are not skills id train these days /considering i want to pvp/... - Caldari cruiser/bc skills are less sp intensive and open you more possibilities for pvp - bb, caracal, cerb, rook, drake...
So if you want to earn as much isk as possible in shortest time, then aim for cnr and then golem...
If you want to train skills which will be usefull for pvp too - hmls, hams, t2 cruisers..., tengu is prolly very good choice, both hml and ham fits /700 - 800+ dps, alot of tank/. Nighthawk can get very close to dps/tank of tengu, its cheaper, but also more skill intensive.
Also keep in mind that l4s arent the only way to get decent isk - there are whs and exploration too and tengu/nh are better than cnr or golem /if you got only 1 char/ for that. For example - all you need to farm c2/3 sleepers is hml drake with 3x cdfp...
