Complex location and rating? hey battleclinic used to have one ages ago but not anymore i cant seem to find any?

DED 1 and 2 rated complexes are static, and are on every set of maps available. (I happen to like Ombey's.)
DED 3 through 10 have to be scanned down; they're not static.

It's obvious Mintala doesn't run plexes much 
Just open your map and in settings look for and enable DED.
You'll see everything from L1 to L10 static complexes on it.
You can, of course, scan out new and interesting ones as most of the static complexes are farmed, and the competition is pretty fierce in some of them.

I don't think the OP is looking for COSMOS plexes or agents in space. If he is, well, those are noted on the maps as you mention. I think it's a little more likely that he's looking for the old plexes that are now dynamic. And those don't appear on the maps.

I may have completely misunderstood what he was getting at.

In my defense, when most people are talking about complexes, it's the DED sites they are looking for. They are used for far more than running COSMOS missions. I made my first billion farming them.
Boring to be sure, but lucrative

1/10 plexes are lots and lots and lots of frigates, so it should be quite doable in a Rifter. I've done a Serpentis one in an Incursus and a Kestrel with little trouble.
Also, 1/10 only allows T1/T2 frigates in, so a Rifter is probably the best you're going to get short of taking an assault frigate in. The way DED ratings work is:
1/10 - frigates only 2/10 - destroyers and frigates 3/10 - cruisers, destroyers and frigates 4/10 - battlecruisers, cruisers, destroyers and frigates 5/10 - battleships, battlecruisers, cruisers, destroyers and frigates
And as far as I know 6/10 and up allows anything in, but I have yet to actually see anything higher than 5/10 personally so I don't know for sure.
