Is this do-able? In EFT my DPS is not too great, around 150-190 only. Tank seems to be around 180-200 vs Sansha/Bloods.
I have around 330k learnings, 190k starship command, 180k mechanics (hull upgrades 4, repair system 4), 100k engineering (cap bonus lvl 3, cap recharge lvl 4) and probably 60k gunnery (lvl 3 medium turret, rate of fire, range, etc lvl 3).
My harbinger is something like this: 7x pulse laser 3x cap recharger II's, 1 AB 1 med armor repair II, 4 active hardeners, 1 DCU
I might replace an active hardener with a heatsink instead.
This ship breezes through Lvl 2 missions w/o losing shields but the payout for L2 missions is very low. How much harder are lvl 3 missions? Is beam better for doing missions and use range to take less damage at the expense of slower killing speed?

you might find level 3's hard indeed, and as you suggested yourself you might want to get beams as level 3 missions give lost more rats on longer orbit ranges and flying after each one is not fun i can tell you, try to find out what faction you are flying against and adjust beams or pulses for it (angel will like pulse, serp better off with beams etc)
try to swap 1 Cap Recharger on mid for either a target painter or a webber for the little buggers that are hard to hit by your guns or just use drones for them if you got adaquate skills for them.
I found that 3 hardners (t2) is enough 2 for primary damage and 1 for secondary, heatsinks do help, also maybe some cap relays if your still struggling with cap also CCC rigs will help here. ------- Always a deeply religious people, religion remains of great importance to every Amarrian, a fervour which at various times has been responsible both for great good and great evil. |

Here is the fitting I use to run level 3 missions.
[Harbinger, My setup]
7x Heavy Modulated Energy Beam I (Microwave M) Drone Link Augmentor I
3x Cap Recharger II 10MN Afterburner II
Medium Armor Repairer II Armor EM Hardener II Armor Thermic Hardener II 3x Heat Sink II
5x Hammerhead II
Problems for you:
1. You can probably only fit 6 beams without an RCU I in the lows but this is not a problem. You can fit 7 with advanced weapon upgrades 4 (you should get this soon anyway cause lasers use a lot of PG).
2. Replace the tech 2 hardeners with N-type hardeners (best named T1) untill you get hull upgrades 5( should get this asap).
3. Swap the 2 hardeners for each mission dmg type, for mercenary type missions I fit adaptive nano plate II + Damage control 2, energized adaptive nano + DC2 when you get hulll upgrades 5.
4. You can drop the drone upgrade in the highs if CPU is a problem it is not essential its just handy to have when you have beams for long range, if you go for pulses this upgrade is irrelevant as you are in close range anyway.
5. Use drones tech 1 if you cant use tech 2 yet but you should aim to get tech 2 drones asap.

I'm not much more noob than you, but my drake has 204 dps (that's with the drones) and 121 defence. And I breeze through level 3s that I am doing right now. I don't why your setup can't do it.

It's because you're Caldari AND using a Drake. Often I feel a great injustice because of this so I go to Caldari space and ninja salvage from them to make things right with the universe.
I suppose I'll just try and see what happens. I need the LP points for implants.

level 3 missions aren't all that much harder than level 2's usually, that being said make sure you read up on what you're getting into there are a number of them that have battleships in them ~ usually not an issue with an afterburner but they can take a long time to kill.
After having a harbinger or 2 shot out from under me .. or having to warp out a few times, I swapped over to the prophecy.
The layout was 6 x pulse 2's ( almost always ran multi freq ) 1 x nos
mid 1 x ab 1 x web 1 x cap 2
lows rep 2 dcu 2 2 x hardeners 2 x heatsinks
drones 25m3 gives you 5 lights which kill frigates , everything else you pop really quick with the pulses.
I only ran into 1 mission I couldn't do with this setup, had to kill a pile of gallente battleships, then a "leader" battleship.

Hey, don't be hating on the Caldari! But I know what you mean, it's why I'm getting into Amarr ships myself. I literally (seriously) fall asleep doing mission in my drake. Anyway, take a look at this setup here. It should give you the basic layout of what you want to get. You don't need to fit all T2s there because that is very skill intensive and expensive, too. You can sub in many things with T1 and the rest with some named mods. Play around in EFT. Hehe, you'd do much better to fly the Caldari mission ship and ninja salvage in Amarr space.
Back on topic, I think you can do OK with that ship and setup, but obviously be careful, and read the mission descriptions (at eve-survival.com or whatever the link is) before going in. For example with the "Blockade" mission you'll want to know how to identify the trigger ships for subsequent waves so that you don't get overwhelmed.
By the way, do you have drone skills? Level 3 missions have some warp-scrambling enemy frigates, and the best defense against them is small drones (Hobgoblins or Hornets are good IMHO). You should have at least Drones V and Scout Drones I so you can field a full complement of the little buggers.

I think the big flat bird is probably the best amarr ship for lvl 3 missions.
in my opinion you can easily start them.. maybe some of them are harder than others (The Blockade is quite hard for instance... so maybe you could decline it till you'll become better)
I would mount beam lasers instead of pulse lasers... and fill your dronebay (i would choose hobgoblins to take down the little frigates faster).
By the way don't' worry.. the lvl3 aren't that hard if you know how to do them.

CCP seriously needs to balance the missions. I mean:
0-500k level 1 500k-1m level 2 1m-3m level 3 4m-100m level 4
