Anyone have any ideas? Im at a loss with this. I can't make them survive long enough to be any good.

I've done the following:
3x Medium Pulse Lasers, or 3x Neutron Blasters 1x Small Nossy
1x Webber 1x 1MN MWD
1x Small Armour Rep 1x MAPC 2x CPR's
Good recharge, decent speed, good damage, and can keep doing all of that stuff, save the repper, forever.

I've done the following:
3x Medium Pulse Lasers, or 3x Neutron Blasters 1x Small Nossy
1x Webber 1x 1MN MWD
1x Small Armour Rep 1x MAPC 2x CPR's
Good recharge, decent speed, good damage, and can keep doing all of that stuff, save the repper, forever.

Hi: 3 tachs and one heavy nos
Med: 2 T2 cap recargers
Low: two T2 heatsinks and two basic cargo expanders
this is a great setup and i use it for killing my corp members everytime they log on...

yup... i was currently using 7 tachs on my puni and made use of my 30 low slots too... *rolls his eyes*

Try this:
3 Gatling Pulses (yes Gatling pulse) with MF crystals. Gatling Pulse have great DOT for their cap and grid requirements. 1 small nos
1 mwd 1 tracking disruptor or sensor dampener or web or warp scrambler---depending on what you are planning to do, what your target will be and what is your role in the fleet.
1 small repairer 3 CPRs

yeah ive been trying out setups and i got one i sorta like for the time being...
3 medium afocal pulse masers
1 MWd 1 Scram (named)
1 small armor rep (named) 1 dmg mod (named) 1 RCU (10% named) 1 capacitor charger (20%)
Best i could come up with with the skills i got at the moment in a few days ill have that 20% cap recharge slot to play with. Im not even sure if to change it... The damage mod already gives me a 4.7 dmg multiplyer on the beams and i could use the extra cap... im not sure what ends up being better in the long run a small named nos or a 20% cap recharger. I could ditch the cap recharger and dump another 10% PG unit in and put the nos. that or ditching the nos all together and slap a plate in for more armor... but then that raises cap issues.
The rig itself performed very well when i ran some tests on a few NPC spawns. a little touch and go but i was able to spank up a cruiser spawn. It has a hell of a nasty issue with missles tho. Then again, what frig pilot doesn't jump to alert when they hear those little balls of fun being launched. I might work a new rig around a micro SB not sure how that would work but would be some nice missle defense.

Smartbombs all the way, and stick with the pulse lasers, beams use too much grid for little benefit in your application.
Also, a T2 repairer is 50% more effective than a T1 if you can get hold of one.

solo pvp: HI: 3x Dual light beams or Medium Pulse / 1x Small named nos MID: 1x mwd / ECM burst (why no web? well because the other dude usually webs you so HE can come in close) LOW: 1x small armor repairer II / 2x cap power relay / 1x 100mm armor
group pvp: HI: same as above MID: mwd / warp scrambler LOW: same as above
might have to change one of the low cap relays for a micro aux power core for the small nos .. i run around with a cloak in my 4th high most of the time so i cant remember for sure if i needed a power core or not... also you can slip in one of them fancy 20% armor tech 2 hardeners if ya got good skills(20% to all armor resistance)
