My first concern is pirates, and for both setups you can: Swap Fuel Catlayst for Ineterdiction Nullifier + 2 CN.BCS for 2 WCS. You loose ~150DPS but can run from trouble or too much incoming sleeper DPS.
First question - will the high buffer in the passive setup make up for the low regen rate? Second question - is the higher DPS and therefore isk/hr worth the increased risk of a pirate gank on a billion+ isk setup? IÆm betting no.
Thoughts, Suggestions?

Ok, I posted a Proteus fit yesterday that involved salvagers, and that was pretty offensive, but even _I_ cry when I hear you even mention WCS on a Tengu. Have you read the stats on WCS?

You don't need wcs to avoid other players in wh combat sites. use dscan and stay away from the warp in point and you'll be fine.

With such as expensive ship I, the risk/reward equation shifts. While it's true that WCSs do gimp target range, in this setup lock range is still over 40km (more than HAM range anyway) so this not a problem, and in PVE neither is locktime. What about the giant buffer vs. Active tank? Is 900+ tank enough, or would buffer be better for survivability?
