I agree, they need to change the component bpos, not the ship bpos. Also this change will make cadmium a bottleneck so they need to add more alchemy reactions including unrefined crystallite alloy so you can get by without cadmium.
Pos refineries might suck big floppy donkey ****, but the manufacturing works just fine. It was about 6 months ago now they removed the 10% material waste factor from the component assembly arrays and they are great now. The one thing I find annoying though is that you have to have a special "advanced" version of each size ship array to build their t2 variants, rather than just having say, only one slot capable of doing so on the standard kind. Also it looks like they still have the 10% waste which needs removed.

The price of the low end materials is up anywhere from between 20 and 100%. At current prices and with the new requirements you are looking at about a 21% 'Increase' in the manufacturing cost of t2 ships. That will pass straight on to the consumer so expect Cerberus for example to be 135m in Jita.
On the up side till the change happens the panic selling of the high end materials has dropped the current production price of the same ship by about 10m

The problem with changing BPO requirements is that you're going to change the material efficiency on current BPOs. Ok, granted, it's not a massive problem, and it will get sorted out in time, but still something to consider. I would rather they go earlier in the process. Keep the T2 ship BPOs the same, the T2 component BPOs the same, but reduce/increase the production of certain moon-goos at the source (even adjust their size, so you don't mess with logistics). It should have the same desired outcome, without the unintended consequences.
