All it says is that it disrupts the targeting abilities of the ship. What does that mean? Does it mean it reduces the range at which the ship can target? Does it make the ship unlock the target? Does it prevent it from targeting?

It actually makes your max targeting number 0, ie not letting you target anything. It lasts for the duration of the module and then the module will attempt again.
ECCM is the "natural" counter. It increases your ship sensor strength, giving you a greater chance of "resisting" the ECM landing on you and breaking your lock. Many people don't realize that greater sensor strength makes you harder to probe out as well.

Edited by: Billy Sastard on 06/10/2009 17:27:32 It causes the targeted ship to lose lock and become unable to lock anything. Considered by some to be 'cheap' due to the manner in which one properly piloted ECM ship can turn the tide of an engagement.

So is there a chance for ECM to work, or is it simply "ECM has greater strength than my ship's sensor strength, therefore ECM wins 100%" ?

Roughly if your sensor strength is 7 and I have ECM for your sensor type of 5 then I have 71% chance to jam you. Yes if I had a ECM strength of 10 I would perma-jam you.
Jams last for 20 seconds.
Race specific jammers work better on that race. Grav=Caldari Radar=Amarr Ladar=Minmatar Mag= Gallente. Multi-specs are weaker then race specific but provide equal jam strength.
Caldari are the ECM masters. Jammers will work on any ship, however, the Balckbird and its varients receive bonuses to the modules making them more effective.
ECCM needs to be fit appropriate to your racial ship. See Above. If you fit a Ladar Eccm on a Radar ship it will do nothing to help you.
