It's possible to scan these carebears with probes and then fly right up to them cloaked?
If so for a gallente pilot what would be best for this job? Like if someone is in a lvl 3 or 4 mission and i want to scan him out (which probes do i use?) and then get him, can i warp and approach cloaked?

use core scanner probes, they do the trick

Covops + combat scanner probes (sisters for preference). Don't warp to zero because you'll uncloak.
If the guy is in a mission with an acceleration gate, when you warp to him, you'll actually warp to the gate; you'll have to go through the gate to get to him. Bear in mind that a lot of carebears don't actually move much off the point where the gate drops them out, so if you use the gate you'll land right on top of them.. which is great if you're in a combat ship, not if you're in a covops...

Also those stupid beacons decloak you from accel gates after warping through them.. so even if the MR has moved.. the beacon wtf pwns you.
Just use an ops ship to find, bring your pew pew ship in after.. and since it will tell you what ship your gona be seeing when you show up.. use the right tool for the job.

If you warp in at 100km for example cloaked you can see the mission rats and then work out what he/she is likely be tanking against and fitting something to do max damage.

Arazu with 1 scan res rig and 1 probe strength rig and a faction point means unhappy mission runners. (Bring a friend for dps though)

Or you could use the directional scanner and look at the wreck names. Also your tactic won't work if there's an accel gate.
