Well i don't quite meet your 25 mil sp mark just a little under it, but i can fly minmatar and caldari Assault ships, HAC's and recons my sec status is -1.7 so she can fly anywhere in high sec. here are my skills lovely lily and i am only asking 3 billion, so you save yourself a ton of cash

This character is for sale, Amarr pvp skilled with pretty well zero skill wastage... I am -2.9 but that only restricts 0.9 and 1.0 systems.
