Except that it makes Americans look even more silly than usual of course.

They call them Cheese eating surrender monkeys due to the betrayal of the allied forces (Not USA at the time) by quitting so quickly and handing most of there forces over too the ****s so they could kill more Jews.
This has been the way of things for the french for a long time even during the 18th and 19th century. (look at the war of 1812 with the Russian for example)
makes an interesting point because in the second world war London (and other cities) were almost destroyed leaving the UK in a bad place financially owing billions to the US and because the UK had not been occupied we received very little foreign support instead a large bill!
France and Germany on the other hand were rebuilt by the American's and even with British money and help. This wasn't a bad thing since making Germany pay for the first war caused the second one.
But back to the French there tactic was to surrender* and basically live out the war and wait for other countries to free them eventually. Good job the UK were up to the job of holding out then with american reinforcements at 2 of the 5 beaches freeing them or the German's would have conquered the world with there U boats missile tech and the nuclear program producing much more powerful bombs around around 1946 according to estimates.
Some body is probably thinking oh but the US had the bomb in 45, well they did only because the British with the scientific group they had moved what became the manhatten project from the UK for safety and logistical sakes to the US, when they joined the war.
So thats why they are mocked for being surrender monkeys because they are.

There were two reasons why France fell in WW2. No radios in their tanks and WW1 military doctrine. The troops themselves fought bravely with crap equipment. The French resistance was highly effective despite the real threat of torture and living in constant fear.
No country has a perfect military history, a lot is decided by incompetent leaders rather than the troops themselves.
Also the French were key in helping the US gain independence.
I can't believe I'm sticking up for the French but there ya go.

It's a English - French thing and goes back a rather long time. The US, having developed from English culture, has just kept it going and evolved it some.

And that makes the joke even more stupid. BEcause the french were one of the few couuntries with balls to declare war at germany.. and not wait and try to not get involved. NEver understood this lack of respect for one of the countries with the most amazing military history.
