Where can one who knows nothing start from scratch and become well caught up on everything one would want to know to be able to enjoy future works of fiction based in EVE?

I think that is the best beginning. It gives you a general idea of the various 'official stories'.
Also my personal creation to 'explain' the player point of view of discovering the wormholes and their affect.

I totally get where you are coming from. I had a hard time getting a feel for all that I'd missed. CCP is quite weak in this respect there isn't - no cohesive chronological narrative. They prefer to give you slice of life stories to get you in the mood. This might help:
Chronology: Timeline Current Age û Age of Empyrean Read YC105 through YC111 (these are 2003-2009; the eve online years)
Fiction: EVE Online Fiction Good overall primer of the race and Empires EVE: The Empyrean Age (Tony Gonzalez) Book û Great read. Highly recommend. After you read this book I would go back and see all the CCPGames (youtube.com) trailers. The make much more sense. Read AFTER, they are spoilers! EVE: The Burning Life (Hjalti Danfelsson) New Book, due out soon. Short Stories Chronicles These skip around in time.

IÆm in the process of making a detailed chronology from start to finish (in PDF form). IÆve pulled everything I could from EVE, News Postings, EVElopedia and many other sources; combining it all as one coherent narrative. It's a massive PDF but it'll be cut up into sections and chapters. If done right it will cross reference everything so you can read it like a book. I'll also archive Player made history like the great wars, etc.
I'm doing this for myself, but If CCP approves of it IÆll post it here. If they donÆt IÆll post it on my website :p (bakkhai.com)
