It kind of sucks that because of some people getting all happy that they got lvl 5 skills and access to capital ships start to abuse the rules on Sisi causing ccp to shut it down for everyone due to the inability to police it. To make sure this dosent happen in the future it might make sense to implement some sort of automated banning.
Going off the idea i posted in Idea Omnibus #2 of the Sisi transporter Chatbot, this would be a enforcer chatbot. As most violations (by volume i would think) of the rules have to do with PvP you can use the players them selves to help spot rule breakers. How it would work is once someone has broken the rules, say poded someone without permission, the victim goes into the enforcement channel and reports them to the chatbot (CCP/GM Robocop?) buy issuing a < command : name : reason >. After the claim is made the chatbot kicks the person from the channel and bans them for 5 min, so that request spamming is not possible. The process the chatbot goes through is it first logs the request, then takes the name and checks the database to see if they have recently killed/poded someone, and if the name of their victim matches the name of the complainant. It could make other checks against the database to ensure that what was claimed by the issuer of the claim is correct. It would then take the proper action against the violator, whether that was a temporary ban or a permaban.

Probably doable on their side. Makes their job easier.
I still don't know where to report people who attack me in non FFA areas of FD...

And since the ccp devs seem to have a sense of humor maybe they could have it respond with robocop lines
