i recently had a ship destroyed during a mission and lost cargo necessary to the completion of that mission. i returned to my wreck site but the necessary cargo was not to be found nor were the ships i got the necessary cargo from. is there a way to restart/reset the mission before the mission time frame expires?

Not if your log shows the mission as Complete. You'll have to abandon the mission and take the standing hit. Lesson learned.

If the objective has been completed, then it won't reset. If the objective has NOT been completed, then it will reset during daily downtime.
Check the contracts, or maybe create a contract. Sometimes you can get stuff you need to complete a mission from someone on contract.

GMs have reset missions for me when they bugged out, but generally I would just either cancel the mission or let it restart after downtime if object had failed.

If the mission gives you a special item that you have to turn-in to complete, and you can't buy this item from the market, and you lose the item somehow, and your journal says the mission objectives have been met, then you have failed the mission.

Do not petition a mission unless you ran into a bug. If you can provide a bugreport (if you can repeat the steps that lead to a bug), then please do so.
If you manage to retrieve the necessary items to complete a mission before all NPCs are killed, bring the item back to station and continue shooting NPCs.

I once needed to log during a mission that was not completed yet, and came back following day (after DT). Warped to there and nothing happened, empty space 
I just cancelled the mission and lost some standings.
I know of people who do this on purpose to keep mining a mission for a whole week, seems game doesnt like me
