You speak of something you obviously have no knowdledge about. A new player can PvP just fine. You don't need to be over a year old and hvae ³ber leet stuff and massive skills.
Start out as a frigate pilot and move to cruisers. Eventually you'll be in a BS if you wish and can afford it.
A pack of 2-3 months old players in frigates/cruisers can be absolutly deadly to small groups or solo targets and even even fleets provided they know what they are doing. |

Very simply, a fleet with one more ship, is stronger than the same fleet without that ship.
Unless 1 on 1 PvP is your ONLY interest in the game, there are many ways a lower skilled player can contribute, and have fun while doing so.

i know 3 ppl whos accounts went inactive for 2-4 weeks and none of them trained in that time this was at the start of augest time

It has now changed though, if your account becomes inactive training stops.
