EVE, dark and cold..unforgiving. Not in all aspects of it. Let's jump into the bean counters' army and take a look at the insurance policy of EVE. We pay for insuring a ship, then get paid back when losing the ship, according to the level of insurance we take. Fair enough. What strikes most is that you get paid even you self destruct the ship. What? Would a real life insurance company insure or pay you if you deliberately crash your car or blow up your house? I bet not. Simply remove any insurance payout from ships being self destructed aka self initiated loss. So what if you lose the insurance payment, it was your decision to self destruct.And oldest phrase around: Do not fly anything you can not afford to lose.
Cloaks. They are on every ship and their ancestors + grannies. Covert Ops, Black Ops, Force Recons etc. were designed especially for this kind of stuff thus having systems able to use cloaking effectively. Keep it that way. All ships NOT designed for them should not be able to fit them or if still could = penalties that make a difference. Now a ratting capsuleer can hide indefinitely in his Raven or whatever ship he is using. MAke the use of cloak affect something else than just locking time, it could for example drain your cap thus making it harder to stay under cloak forever.
Maybe suggested already but does not hurt to hear opinions and flames.

The insurance policy is a bit screwed but by what you are suggesting the ship owner could just get his corpmate to pop the ship. It mostly benefits younger players (a good thing) because insurance becomes pointless on T2 ships.
As for cloaks, none specialised ships can only fit prototype cloaks and are effectively crippled when using them - very slow to move, can not warp and cool down before they can lock on decloak.

Of course there would be geeks gaming the game with insurances, like using alts to pop them if use of corp mates would deny insurance etc. For small ships or T2 this insurance is no biggie, if you have to fiddle with insurances to get ISK of a cruiser or BC, then you should fly a frigate or a noob ship ;) Mainly the thing would affect those capitals. So many times pilots self destruct their dreads/carriers or similar if on verge of losing it..there is no big loss, you get insurance money anyway and deny the KM in the process. Deny insurance of a self destructing capital and it would make him think twice. Get popped = get money, self destruct = your loss. BS and smaller are no real issue due their rather low price compared to a capital.
Even those cool downs etc are there, the 0.0 cloak ratter just warps to a safe, cloaks up and waits. When all is calm just uncloaks and goes on with the ratting, for example..you got the idea.
