Ok we see a lot of posts about people not liking that people "ninja" their salvage... I am not gonna debate if it's theirs or not, or if the person is a ninja... Due to how the game mechanics work, it's a valid money making tactic and some people choose to go that route, like it or not.
BUT...
What is the real problem people have with the profession? They feel that someone else jumping into a mission they killing ships in, and salvaging wrecks they plan to salvage themselves is wrong. Again, I don't want to debate if it's right or wrong...
The problem is that scanning down mission runners is the only way for people to find salvage. That's right... if you want to be a salvager, and not a mission runner, the only way to do it, is to scan down someone else running missions, and go salvage.
So what is the solution? Well the answer is to do two things IMO... 1) make the mission runners a bit more happy by putting a short timer on wrecks that let them salvage first since they did shoot the ship, and in reality if your going to salvage something, you wouldn't go in and take it from someone else that was more heavily armed then you unless they were ok with it ;) This time would IMO have to be short... and at the end of that timer, the decay timer would need to be reset so that idea 2 below works. Also maybe have the ability for a player to set it so that if they know they don't plan on salvaging, any wrecks they create are flagged as open to salvage...
2) Let players scan down wrecks... Make them like asteroid fields.. the more wrecks, the easier it is to get a lock... Have the decay timer reset after it turns to open salvage as mentioned above so you have time to scan this stuff down and you just removed a ton of conflict between highsec players ;)
3) Limit scanning down wrecks to those that do not fall under rule 1. If you did want to try to salvage wrecks in someone else's mission, you would still have to scan down their ship and jump to that... this avoids people using the salvage to jump to mission runners easier to bother them in some way.
These three things would allow mission runners to keep the salvage they create as long as they salvaged quickly, and let people still make money as a salvager without creating the conflict.
Now there needs to be some risk IMO... with Asteroids you get rats, so do the same thing with salvage fields.. have rats appear that are a threat based on the wreck sizes... if there are BS wrecks, maybe up to BCs could spawn or something like that... That means that the salvager might have to either bail due to rats jumping in, or bring a friend, or clear the rats them self which adds some risk ;) Small packs of very aggressive rats, random spawn timers, and decent sized based on the potential $ made from salvage. (BC/BS salvage can pull in quite a lot... in a much shorter time then mining, so you have to add more risk then the high sec asteroid rats...)
