I'm looking to build (for the heck of it), the fastest possible top speed that can be achieved w/o a MWD on a T1 frigate with T2 equips. Cost isn't an issue, i'm just looking for something of a toy.

take a frigate (condor, slasher, atron, executioner)
add MWD
Add overdrive injectors.
And,
Profit.

You can get a crow to go faster than this with no gang bonuses and no implants, just a some heat :)
