By its very name Tactical Shield Manipulation seems to me that your shield should slowly adapt itself to the incoming fire toward the greatest damage type and secondary and so on to take advantage of the fact that shields can be modulated to deflect certain damage types better. Maybe per level it could decrease remodulation time by 5% and increase shield resistance by 5% toward the most heavily used damage but the strength of the remodulation would come out of a base of 100% distributed over all 4 damage types. It is only after you start getting hit that your should would start to adjust.
As an example if the above didn't make sense. You are going against a rat who deals EM and Thermal damage. He begins firing at you. You have Level 5 Tac. Shield Manip. As time progresses your shields start to compensate for his damage type by increasing your EM and Thermal resistance but decreasing your Kinetic and Explosive resistances by the same amount to a certain point.
The increase is not infinite nor if you tank his damage forever will you get 100% resistance. Maybe 30% more at the most divided by the percentage of EM and Thermal he does to you.
Obviously You'll still need to omni tank for omni damage like always but this could really help players out and bring a bit more realism.
Right now the only thing this skill is good for is getting to use Invulnerability Fields and making sure your armor doesn't get touched until your shield dies.

So the name implies exactly what the skill is meant for. tactical shield manipulation = swapping out your resist modules according to your tactical situation.

That is exactly why it is there, and called by that very name. The term refers to the fact that under normal circumstances, damage can punch through a weakened shield and inflict armour damage. However, someone who is skilled in using the shields, can use the tactic of manipulating the shield so that the weakest point isn't always hit, and no "bleedthrough" damage occurs.
This is a non-issue, and the skill is working as intended. |

thats why u have Invulnerabilty fields. gives u slightly less allround resistance as opposed to specific resistance hardners.
Having a skill that magically changes the inherent resist types of your ship according to what shoots u. is not only making it way too easy for u, and insain for your attacker to figure out whats better to shoot u with, but it also negates the need for the resist modules in the first place.

The current skill bonus is fine as is.

Shields can be really annoying to break already. Like they need to adapt and recharge. If anything, armor should probably adapt to incoming fire.
