First, look at what a real PT Boat was like and what it was for: Wikipedia link here.
But let's looks at this part directly:

What I am thinking of, that could jazz up both small fleet PVP and FW PVP, but I can't think of any mission running use, would be frigate sized ships that can field a Torpedo or Cruise Missile launcher.
Of course, it takes lots of CPU and cap for that. I once managed to put a launcher on a BC that was intended for full BS, and it took some serious power grid modules in the lows for this "hide the salami" fit that had one launcher and little else.
Now a Frigate ship given enough CPU and Cap for fielding such a high-slot would be overpowered. There would be permatanking permabuffered frigates eating everthing up to most BC fits.
So I think it might be practical to have certain frigates with bonuses. A Battle Cruiser has a 99 percent CPU bonus for "warfare link modules", so a frigate type ship with only 2 or 4 high slots and such a bonus for one launcher (99 percent reduction CPU and cap need perhaps, and otherwise a normal ship as far as the rest of the fit is concerned, could fit the role of a "PT Boat" well without breaking the game for frigates. And of course, frigate-sized cargo space would not make for a ship that exists outside of fleet or support roles. (no going all over lowsec one-shotting rookies all day)
I think the introduction of PT boats would mix things up nicely. There could actually be a need for destroyers and fleet commanders would be hard-pressed to figure on what their primaries are in engagements. Finally, there would be a better need for larger ships to use smaller drones rather than little pin-*****ing bugs that are widely ignored. Logistics drones and ECM drones would also be needed more, also mixing things up a little. When one small frig can launch a torp or cruise that can do significant damage, that means you can get the attention of that BS pilot without needing a BS too.
Smaller corporations could also field more DPS cheaper and faster, and this could enhance small fleet PVP engagements where, usually, the fun tends to stop when "someone drops a BS in".

I don't know. SBs are glass and quite pricey. They fit a role that, based on how camps hate it when they escape, are based more on covert strategy than field tactics. I am thinking of a simpler and cheaper frig that can launch huge freaking missiles. How cool is that? Like sharks with laser beams on their heads.

stealth bombers are cheap and fill that role pretty well. they even got a chance to get out after doing their job.
we dont need yet another ship for the same purpose.

Why do people play Amarr? Because unlike the other races, Amarr characters are much more difficult to play. |

PT boats in WWII are very much like the SB. PT boats from different eras are more like frigates or cruisers. You just need something smallish that has very little defense and some weapons strapped to it.
