If you could choose between all races. What would be the best covops ship for exploration? (with a focus on Radar / Mag sites).

All the races are equally good on the scanning part.
Salvagers, analyzers, and codebreakers are all cpu intensive modules.
You will need 2 mid slots and a high slot for them, then also a high slot for the probe launcher and another for your cov ops cloak.
You will of course need another ship to clear the rats out of the site.
So: Helios is out because you don't have room for a salvager (only 2 high slots). The Cheetah and Anathema will probably be tight on CPU if using an expanded probe launcher and has one less mid slot than a Buzzard for analyzers or cadebreakers anyway.
So perhaps a Buzzard like the following:
[Buzzard, Scanner/Hacker/Archeologist] Nanofiber Internal Structure II Nanofiber Internal Structure II
1MN Afterburner II Analyzer II Analyzer II Codebreaker II Codebreaker II
Covert Ops Cloaking Device II Sisters Expanded Probe Launcher, Core Scanner Probe I Salvager II
Small Gravity Capacitor Upgrade I Small Gravity Capacitor Upgrade I
If you need defense, replace one of the mid slots with an ECM Burst. If you need to be hard to scan replace one mid with an ECCM then you are literally unprobable while it is active.
So a safer variant wold be:
[Buzzard, Buzzard: Scanner/Hacker/Etc] Nanofiber Internal Structure II Nanofiber Internal Structure II
1MN Afterburner II ECM Burst II ECCM - Gravimetric II Analyzer II Codebreaker II
Covert Ops Cloaking Device II Sisters Expanded Probe Launcher, Core Scanner Probe I Salvager II
Small Gravity Capacitor Upgrade I Small Gravity Capacitor Upgrade I
In short, I would say Caldari

As above, forget Helios because it lacks high slots for salvage.
I personnally prefer the slot layout of Amarr/Matar, and the Amarr covops has better grid and cpu if I remember correctly.

Anathema also has a useful Cap bonus, instead of a second useless gun bonus.

Not 100% convinced by the ECCM, if you're not in a site you should be cloaked, if you're in a site they can probe the site down.
However, I do like my Buzzard for running hi-sec Arch/Hacking sites.

Good for long warps! Also it seems to be a better passive tanker. I've landed on smartbombing battleships two or three times with my Anathema and they've never gotten me.
Helios, on the other hand, is the best one for PVP, because it has a drone that doesn't require capacitor or fitting. Use it for hunting down other probers.

Anathema and Helios tie for most grid, Buzzard has most CPU

I believe above fittings require Covops skill to 5.

The helios lacks a 3rd high slot, so that is out.
The buzzard is imbalanced, being very short on cpu and too heavy on powergrid.
I like the anathema myself, here is my fit: If I had Cov Ops V I wouldn't need the co-proc, even if the analyzer, codebreaker, and salvager were T2.

Every level of Covops significantly reduces the CPU taken up by the cloak. So you have a lot more CPU to play with at Covops V.
