I have heard that an advanced carrier (ie: Nyx) no longer needs to be built at a POS in a sovreignly held system, but can be built in a NPC or player-outpost in nulsec. Can anyone confirm this? |

not true, they still have to be built at POS', but, after dominion there will be no sov 4; so you won't need it to anchor xlarge manufacturing array, they can't be built or docked in any stations / outposts

What does either of those have to do with anything?
Supercaps (Moms/Titans) Must be built in a Capital Ship Assembly Array, which requires sov 1 to anchor atm. I would assume it will require sov in Dominion; however ccp has hintet that there will be a system upgrade available to allow players to dock moms, perhaps there will be one to allow them to be built in outposts aswell.

Sov 4 gives POS invulnerability. otherwise, if someone caught wind of a mom or titan being built, they send a BS fleet to abort it.

In a nutshell... Motherships/Super carriers/advanced carriers (Whatever the hell people are calling them now.) Currently require Sovereignty Level 1 in 0.0
The reason they need sov 1 is because capital shipyards require it to anchor them at a POS. (And "ONLY" capital shipyards can make mom's currently.)
At the moment people (Sane people) only build mom's and titans in sov. 4 systems, because in sov. 4 POS's are invincible.
Now, after dominion, sov will no longer exist in ANY form. It will be completely replaced with system upgrades. The major changes here will be that (as far as we know) mom's and perhaps titans can be built without sov. The downside is that they are no longer safe from legions of ships killing them before they finish being built.
The obvious effect from this is that super capitals will start dieing off faster than they are built, (Obviously CCP's plan to reduce titan spam.) and super capitals will once again become a rarer sight and become much more expensive.
This is all subject to change with dominion, as the changes are still somewhat up in the air currently. I hope this answers most of the questions.

yes it will (just check sisi). you wouldnt get your alliance name on the map otherwise cus that's what sov means, ie you control the system(s)
there will be system upgrades instead of sov levels
also moms wont be dockable, but they MIGHT give them the ability be anchored and passworded at a pos.

One of the system upgrades is the ability to use cyno jammers. Invulnerable POSes will no longer exist, but lets see someone try to take out a titan building POS in a cynojammed system that has 3000 [insert alliance name] waiting for them to warp to it.
