I used to kill all kinds of cruisers on Chaos with a Maller. It was a pretty simple setup.
5x Light Neutron Blaster
1x Small SB
1x MWD
1x Web
1x Scram
1x 1600mm Rolled Tungsten
1x Med Rep
4x Magnetic Stabilizer 2
People used to get ****ed when they found out they got killed by frig guns. The most common cruiser I fought was a Thorax. The only guy that ever gave me any trouble was also in a Maller, he was shield tanked against Kinetic and Thermal, I think he was also using frig guns and a Large Booster.

Just put 2 ion jammers on maller... your drones will barely scratch maller's armor;)

I shield tanked Maller? 
I think your Maller setup would be very vulnerable to a web-fitted rupture, for example, sitting at 6-7km from you. With a low Explosive and Kinetic resistance, your 1600 plate wouldn't change much...
