The drone command system is extremely clumsy at the moment, to the point where using multiple drones is not a viable option. This needs to be streamlined. My suggestions are:
1. Drone Bay. Right clicking a drone brings up
- launch > this drone > all of this type > all mining drones > all combat drones > all drones
2. In-flight window. Right clicking on one drone brings up
- Command > this drone > submenus > all of this type > submenus > all mining drones > submenus > all combat drones > submenus > all drones > submenus
This allows a pilot to very easily and quickly manage even a large drone fleet, instead of having to issue individual orders to each one.

Nice idea.
However, the best I saw to-date was the ability to group some drones, and control those groups.
I do like your suggestions of launching all of types, but couple that with grouping, and you could group some drones for mining, and combat, and keep them in seperate control windows. That way it would make it easier to re-issue orders to some drones, as you won't be commanding mining drones to fight, only mine, etc.
Please allow a group-cancel also. If you want to stop a group attacking/mining.

And PLEASE DON'T Make it a million sub-menus on a right-click! SUB-MENUS ARE REALLY BAD IN COMBAT, and you don't want to drill down multiple levels to issue orders. Group control (with option to expand to display drones in group - which can then have orders issued normally on each one) with a single-simple right-click order menu without sub-menus.

If only we could post pictures here I would have had some ideas up for them to look at as regards the drone control and menus.
I think something simple based on groups will probably work. Groups are displayed kinda like a tree-view:
-Group Combat > Hammerhead 1 > Hammerhead 2 -Group Mining > Basic Miner 1 > Advanced Miner 1 -Ungrouped > etc...
Each of which can be expanded to the individual drones, or right click on the group to give a common order to all in that group, which again you can over-ride single if you want to.
Hell even if it was like the NeoCom, but based down the right hand side of the screen. Another toolbar which can be reduced to small, which displays Group Headers, and group member buttons which you right-click on to issue the commands.
Please, just keep all commands in the top-level of the menus, there is no need for sub-menus, and they just make an increased chance for a mistake in combat. I can't stress this one enough. Out of combat activities, fine have sub-menus for groupings and tidy appearance, but not in combat please...

OK, to avoid submenus, how about this?
Drone Bay - right click on any drone for this single command menu (numbers could be hotkeys, a la Battlezone:
1. Launch All Drones 2. Launch All Combat Drones 3. Launch All Mining Drones 4. Launch This Drone
Inflight window (active, launched drones)
Rightclick on any drone for this menu:
DRONES ======
Combat drones -------------
1. All attack active target 2. attack with this drone only 3. recall and scoop all combat drones
Mining Drones -------------
4. All mine repeatedly 5. Mine with this drone only 6. recall and scoop all mining drones
All Drones ----------
7. Recall and scoop all drones

Likewise Bulk. Its your drone. Why can't you cancel it to get it out of danger? And why is it that if you scoop it to get it out of danger you don't get the ore it has mined so far??

IMHO what needs to be done is not further menu work, but the ability to hotkey drone behaviors. Set launch combat drones to L, attack current target to A, return and scoop to R, Etc.

How about a auto launch drone/auto scoop drone switch when you warp or gate from area to area. That way you can be ready to fight with them when you warp into a location and when you need to leave you will not leave them behind by mistake.

I agree that drone commands should be hot-key-able, definitely. Assigning grps to drones and being able to select drone grps with hot keys is also essential. For a quick fix though you can hold down control to select several or all drones and command them to do something, the problem is that you have to fumble through selecting them each time. Please CCP.. Better drone commands... and PLEASE PLEASE PLEASE MAKE CUSTOMIZABLE HOT KEYS!!!
