Similar to it's role in the navy, Destroyers could implement a weapon similar to a depth charge to temporarily uncloak ships within certain parameters

Or like an XXkm-radius burst (specifics to be settled later) that tells cloaking devices to turn off (using the same tech as the proximity cloak disable code). That way it could be used in highsec without aggressing CONCORD.
Such a destroyer should be T2, a new type (not Interdictors, so it's not perma-primary), have gun bonuses rather than missiles, and be generally otherwise designed to lock fast and take on single Interceptors and AF with a high probability of kills, while not insta-popping to cruiser-class fire.
The decloaking burst should either take lots of cap, or better, charges.
Tactics should be to orbit friendly fleet, setting off the burst continuously, or charge toward a recloaking ship and burst once close enough. Would not work on gate-cloaks, of course.

Maybe more like a Tier 2 Destroyer, it could use the burst instead of getting the Tier 1 Destroyer bonus.
The Tier 1 Destroyer is actually seeing more use in PVP due to cheap rigs... I forgot that and how much that could invalidate this conversation.

I was under the impression that in RL the role of Destroyers was to attack vessels larger than themselves with torpedoes or missiles, a role they inherited from their historical roots as fireships, and that it was frigates that were the predominant ASW platform.
That said I agree that destroyers need some love, and an additional fleet support role like this to expand on their anti-frig role might work well.
