1. It's 28 total BPO's not 24 
2. In the end there will be 28, the 28 are not released immediately.
3. He will actually have the BPO, while a lot won't.
4. Time is just that, time. Money can be made in many ways and one way of making money can make sure you can get something else.
So LOL all you want. That person has the money to spend on it (and perhaps not even blink).

Months is not that long, and the other heavy assault bpo's sold for 6-8bil. He would be stupid to sell it for only 3.2bil
