I want to build the best PC for Eve but I want to do it by optimization rather than throwing money at it. What I am looking for is the best possible FPS. I DO NOT care about anything else.
I have a free motherboard that will support a AMD XP Socket-A processor. I also have a free 80GB HD and 1024MB of RAM. What I need to know is which processor and video card I should get for best Eve performance. I want to know if stuff like a 512k cache is necessary or if I need a 256MB video card.

That's an interesting thread
I work at a place where I can get access to a lot of hardware, and I've managed to do a few benchmarks with different setups.
From what I have seen through testing, EVE is very CPU dependant. The more cache and IPC, the better (but IPC - Instructions per Second - is apprently the #1 performance factor, so AMD chips wins in most cases).
According to my own homemade benchmarks :
A64 (1M cache) > A64 (512K cache) > P4 (1M cache) > sempron (socket 754) > P4 (512K cache) > Athlon XP (512K cache) > Celeron D > Athlon XP (256K cache) or Sempron (socket A) > Celeron > Duron
This is assuming all CPUs are of equivalent price range. i.e. a 3.0 P4 vs a 2.0 A64 - a 3.6 P4 will outperform a 1.8 A64, but not by much.
If you didn't have a motherboard already I'd have advised you to go for a sempron on a socket 754 motherboard. It simply provides the absolute best value you can get to run EVE.
If you plan to play two accounts concurrently in windowed mode, a P4 with hyperthreading will make switching windows a lot smoother, and each instance will run with less stutter, too.
512M of RAM is the minimum, 768/1024 will help noticeably.
As for the graphic card, I didn't notice any difference between a 128M and a 256M version of the same model. A Radeon 9800XT or equivalent is enough in most cases.

Very sad thing to do, but im planning a strip down machine purely for eve too. FPS is my main priority.
One thing i hear all the time is eve needs heavy processing, due to many redundant operations running in the background.

This posting has nothing to do with showing off my machine. It's rather the opposite (it's not really that High Uber End) I was able to get most things fairly cheap and it runs two EVE accounts at the same time with all the eye candy on without much problems:
AMD 64 - 3000+ nvidia 6800 - 128mb (yes the cheapest version, a 6600 GT will perform about the same for less money) 512mb (had to stay within budget somehow)
There are some problems with nvidia cards and eve, and i do have some graphical bugs, but it's not bothering me really. Other than eve and the odd other game this machine isn't used, one of those ppl who dislike windows. So i don't have endless programs running in the background or a completely fragmented HD. I'm sticking with this setup till something breaks or eve gets a big graphical update (not that it needs one).

Game runs like butter on my 2600+ and 128mb 9600XT (at 12 by 10 with whatever else I could find cranked up)

lol i also ordered me an Alienware area-51 extreme, just for eve..p4-560-presscot-3.6ghz 1mb cache Geforce 6800 ultra pci-x 2 gb ddr2-533mhz That will do it for eve i hope:) But still im awaiting my order wich is still at phase 8, there was a delay of 12 weeks on the geforce:(
