If someone were to attack someone else in an asteroid belt, to intentionally "call concord" so they will be present in the belt in case someone really comes to gank, they are not breaking any rules, correct? 
For example a miner attacking him/her self with a noob alt.

It is however NOT allowed to recycle your alt and recreate it when you're getting too low on secstatus because of doing this constantly.

Man up and use a market alt for it, not like you need to do anything but sit in a station and occasionally warp around in a pod with it anyways.

it was my understanding that CONCORD spawns a new group for each incident. In other words if you "call concord" those ships would sit there and do jack if someone attacks you, as a new group would warp in to attack the offender.
then again i could be hallucinating

This is correct. "Calling concord" in no way benefits you. The existing ships will sit there and watch you be attacked, while new ships warp in at the same speed they otherwise would have to counterattack.
The only benefit to doing this is to dissuade gankers who don't actually understand how their profession works. ----------------

iirc, they fixed it so that the concord ships that are there will shoot to dissuade someone from trying.

I don't have a place in 0.0 for an alt to grind sec status back up, and don't want a character that's uselesss, this was my main concern. I DO however have a market alt, you my friend are a genius. Thank you!

This was my understanding as well from reading other threads.
I understand that some players look down on this type of thing, but if people are going to suicide gank in highsec, players who solo mine with expensive ships should have the ability to do SOMETHING to protect themselves without throwing their ore yield out the window.
