If like me you have annoyed the Amarr but lubs them really then sorting out se status can be a pain if your negative to a particular group. What I suggest is a way of fixing it.
High risk
The mission should be above a level 4 in terms of risk but somewhere below a level 5. Long arduous and risky with shifting damage types. Make it difficult but achievable.
No reward
The missions only reward should be a standing increase equivalent to three level 4's approximately. No isk. No bounties.
PITA
The missions should require large amounts of jumps across the galaxy - this should not be an easy process
Storyline
Would relate to a disreputable agent getting you to do clandestine missions "off the books" such as deliver some drugs from a low sec system to another across the map.
Negative only
These missions would only be available to people with negative standing to the faction. Inappropriate signature removed. Zymurgist |

I fail to see why a corporation would want to send someone they hate and mistrust do something so diplomatically incorrect for their stead.

A corporation would send people they hate and mistrust on missions with a low probability of survival, which offer next to no pay, and the agent doesn't want the mission to get traced back to their own corporation. Which sounds like exactly like what the OP is proposing.

Yeah, it seems a little weak. A way to make amends would be nice, but I don't think this is the solution we need. If anything, make level 0 be all hauling missions, low-end crap jobs like hauling garbage or bringing the director a can of Quafe, with poor standings bonii, instead of a few hyper-elite combat missions that miraculously boost your standings. After all, if I want a known terrorist to prove he's no longer an enemy of my nation, I'm probably not going to do it by asking him to show me how fast he can murder people. "What's that? The whole town? In under an hour? Holy smokes, this dude's okay by me. Burn his file."
Or have allied factions feature LP offerings like "good word" or "Sleuth Diplomacy", so you can buddy up with the Caldari and then trade in your LP with them to have the Caldari representative call the Amarrian consulate and politely ask them to stop shooting you all the time.

So if a foreign soldier and a highly skilled at that (after all he got into those low standings somehow) would come to you and say he wants to switch sides, you'd offer him a job of ceo's secretary?

That I could see, and would be interesting, neg sec missions. Stuff like smuggling, black ops, off the books sort of thing. Wouldn't be rewarding but the agent could "cut you a deal" so to speak.

No, no, no, there was a topic shift there, where I started out talking about how easy, low-quality jobs with lame rewards would be more in keeping with the EvE grind paradigm (ratting to build sec, etc.), and then I switched to non-mission solutions as an alternative.
