DESCRIPTIONS
- device: this is a device. It does stuff.
PREREQUISITES
- Industrial Command ships::::: it cant be trained on trial account. Uh? As if any noob could do it 
- Expanded Cargohold II: the only T2 item that just requires a lvl 2 skill.
ATTRIBUTES
theres not regulation on this one. Sometimes it says +2% and it means its accumulative and other times its not.
The matter gets even more complicated when we talking of reduction %...

The description was changed/was planned to be changed at one point and the players revolted about such injustice.

Description is "This is a thing. It does stuff"
It's possible to spec for stuff like that really fast. Not sure about the orca, but you can definitely get a Freighter within the 21 Day Trial if you go directly for it and know what you're doing. Stuff like that is not 'obvious'
Scanners, stuff like that. What's the issue with it anyway.
And yeah.

The Device must be nerfed!! FFS IT DOES STUFF. Any stuff! It can do anything! What else can compare to it in game? FIX THIS **** CCP!

If troll, then I'd say "go away" to you. If not a troll, here goes.
EvE has horrible descriptions and completely impossible references to things that make no sens. That is part of its charm however. As a player, you have to discover these things for yourself. Doing so increases the sense of accomplishment you get when you eventually manage to get that do-hickey to work.
To be fair. EvE used to be utterly impossible. You youngsters have it easy. Back in '03, we had the game come out with a manual that was mostly out of date. We had some items with NO descriptions or attributes showing. Even worse, a fair few had the descriptions and attributes of other items.
Now almost any question is answered and there are (quite good) guides for almost any in game activity. This makes the game better IMO. Better because it is easier to get started and avoid being steamrolled by more experienced players.
In short.
The Device does... stuff
Everything is supposed to be hard
Undock = death
If you like your ship, buy two of them
Remember to have fun
DO log off once in a while
RL > EvE
Pirate = griefer = industrialist = carebear
